NOTICE INVITING BIDS 1983 TANKER

Notice is hereby given that bids for the purchase of a 1983 C70 Chevrolet tanker gasoline will be received by the Jefferson Township Board of Trustees until the 30TH day of APRIL_, 2024, at 6:00 p.m.  To obtain additional information regarding the TANKER TRUCK, contact Charlie Harris, Trustee, at 1574 Lucasville Minford Road, Lucasville, Ohio 45648, (740) 259-5181, cjharris45@yahoo.com.

All parties interested in providing a bid package for the purchase of the TANKER truck from the Jefferson Township Board of Trustees should submit a closed sealed bid by regular U.S. mail to the Jefferson Township Trustees at 266 Greenbriar Road, Lucasville, Ohio 45648 to the attention of Lisa Buckle, Fiscal Officer.  In addition, interested parties may hand deliver a closed sealed bid to the Jefferson Township Community Center, 200 Glendale Road, Minford,  Ohio no later than 6:00 p.m. on the 30TH day of _APRIL, 2024 to the attention of Lisa Buckle, Fiscal Officer.  All bids will be opened and read before the Board of Jefferson Township Trustees at 6:30 p.m. on the 30TH day of _APRIL, 2024, in the trustees’ meeting room located at 200 Glendale Road, Minford, Ohio. 

All bids submitted must be submitted in a closed sealed envelope identified as “Purchase of Jefferson Township Tanker Truck” and include the full name and address of the person or entity submitting the bid. 

The equipment will be awarded to the highest bidder.  The board of township trustees reserves the right to reject any and all bids.

RE:  Letter of Notification

Hillsboro-Portsmouth 138-kV Transmission Line Rebuild Project

     Filed as Hillsboro-Millbrook Park 138 kV Circuit Rebuild Adjustment Project Case No. 22-0010-EL-BLN

Dear Ms. Buckle:

You are receiving this letter because we wanted to update you on a proposed electric transmission project in your area.

AEP Ohio representatives announced the Hillsboro-Portsmouth 138-kV Transmission Line Rebuild Project in fall 2020. The project upgrades 52 miles of 138-kilovolt (kV) transmission line in Adams, Highland, Pike and Scioto counties. The improvements help increase electric reliability in the area and replace 1943-1960 vintage wooden poles and wire. Replacing aging infrastructure with modern steel poles reduces the need for frequent equipment repairs.

AEP Ohio representatives previously filed the Hillsboro-Millbrook Park 138 kv Circuit Rebuild Project, Case No. 21-0268-EL-BLN with the Ohio Power Siting Board (OPSB) last spring. As the project continues to develop, we are submitting another filing with additional revisions to the project.

Following discussions with landowners along the line route, AEP Ohio representatives identified 28 poles to adjust along approximately 6 miles of the line route. Construction on the project

began last fall. Company officials expect construction on this portion of the power line to begin this spring and conclude in summer 2025.

We filed a Letter of Notification for this component of the project with the OPSB as the

Hillsboro-Millbrook Park 138 kV Circuit Rebuild Adjustment Project, Case No. 22-0010-EL-BLN. Please see the attached Letter of Notification, which we must submit to the OPSB when we make certain changes to our transmission facilities. The submission complies with Rule 4906-601, et. seq., of the Ohio Administrative Code.

The Letter of Notification to construct, operate and maintain this facility awaits OPSB review. Please make this Letter of Notification available to the public. We are also communicating with landowners in the project area.

Records Policy

Public Records Policy O.R.C. 149.43

 

The public records policy of the Jefferson Township Board of trustees guides employees in making available the materials to which the public is entitled by law. A copy of the most recent edition of the Ohio Sunshine Laws: An Open Government Resource Manual, which explains open records laws, is available free at www.OhioAttorneyGeneral.gov/YellowBook.

 

· DEFINING AND ORGANIZING PUBLIC RECORDS - Records that document the work of the Jefferson Township Board of Trustee’s Office are public, unless they are exempt by law from disclosure. Public records laws apply to records in any format, including those that exist on paper, electronically (for example, email), or on any other media.

· MAKING RECORDS ACCESSIBLE - Public records are available for inspection during regular business hours. Records must be provided promptly for inspection, and copies must be made available within a reasonable period of time.

·  PROCESSING REQUESTS - It is the goal of the Jefferson Township Board of Trustee’s Office that requests for public records be acknowledged in writing, or, if feasible, satisfied within three business days of the request. No “official” language is required to make a request for public records, and the request does not need to be in writing. The person making the request does not have to provide his or her identity, nor must he or she indicate how the records will be used. In fact, the office does not request such information. However, the person must identify the requested records with sufficient clarity to allow the office to retrieve them. If a request is ambiguous or overly broad, the office may deny the request but needs to contact the requester for clarification. The office should assist the person in revising the request by explaining how the office’s records are organized and accessed.

· HANDLING ELECTRONIC RECORDS - Electronic records are to be treated in the same way as records in other formats. Email, text messages, and instant messages, for example, may be public records if their content documents the business of the office. Records transmitted to or from private email accounts to conduct public business are subject to disclosure, and all employees or representatives of the Jefferson Township Board of Trustee’s Office are required to retain them in accordance with applicable records retention schedules.

  · DEALING WITH DENIALS OR REDACTIONS - If the office withholds, redacts, or otherwise denies requested records, it must provide an     explanation, including legal authority. If portions of a record are public and other portions are exempt, the exempt portions may be redacted while the     rest are released. When making public records available for public inspection or copying, the office shall notify the requester of any redaction or           make the redaction plainly visible.

·       DETERMINING COPYING AND MAILING CHARGES There is no charge to inspect public records. Copies of records are available at actual cost, excluding labor. The charge for paper copies is 5 cents per page. The charge for electronic files downloaded to a compact disc is $1 per disc. The actual cost of postage, mailing supplies, or other delivery costs may be charged. There is no charge for emailed documents. It is permissible to require payment of all costs in advance of delivery. The requester may choose whether to have the record copied on paper, on the same medium in which the public record is kept, or on any other medium upon which the Jefferson Township Trustee’s Office determines that the record can reasonably be duplicated as an integral part of the office’s normal operations.

·       MANAGING RECORDS - The records of the Jefferson Township Board of Trustee’s Office are subject to records retention schedule which are available at the office of the Jefferson Township Board of Trustee’s office.
