Eligibility Criteria

The JDA Loan and Grant program was developed to address business disruption during the COVID-19 pandemic.

To be eligible for Round 2, the JDA Loan and Grant Program the following criteria must be met:

• Between 1 - 20 employees

• Business must have physical location in Athens-Clarke County

• Business must be current on their ACC or City of Winterville occupational tax, and have paid ACC or City of Winterville occupational tax for at least the past 2 years (2018 & 2019 or 2019 & 2020). Exemptions exist for nonprofits that do not provide products or services to the general public for a fee.

• Agree to perform at least one Public Benefit Commitment (See Public Benefit Requirements)

• Business must be a for profit or 501 C(3) non profit.

• For loans, businesses must provide evidence of at least 25% revenue loss between 2nd Quarter 2019 and 2020.
