I am a Reader of Economics at the University of York and an Associate Director at the Institute for Fiscal Studies. I'm also an Honorary Research Associate at UCL and a Research Affiliate at IZA.

Since 2017 I have led a large programme of work using new admin data to look at university outcomes (see "LEO projects").

My main research interests are in the economics of education and labour economics and I've published papers on teacher pay, graduate outcomes and health and labour supply (see "Published Papers"). I've also written widely on the financing of higher education.
