Impacts of Routine-Biased Technological Change and Job's Offshorability on Job Polarization: Evidence from South Korea

Abstract: This paper analyzes the impact of Routine-Replacing Technological Change (RRTC) and the increasing offshore outsourcing on occupational labor demand from 2005 to 2019 in South Korea. Both factors can reduce the demand for middle skilled job, which involves simple repetitive –routine- tasks and can be done abroad remotely, leading to job polarization. According to the empirical analysis, based on structural model by Goos et al. (2014), a 1-standard deviation difference in routine intensity corresponds to a 0.4-percent point reduction in growth in labor demand within all industries, while a higher level of offshorability does not have a significant effect. These results suggest that the main cause of job polarization in Korea is RRTC.
