Senior economist and public policy expert passionate about the relationship between technology and economic development. Extensive experience in strategic public sector leadership in Colombia and digital transformation policy.
I have held key public policy positions including Vice Minister of Digital Transformation of Colombia (2021-2022), High Counsellor for ICT of Bogotá (2022-2024), and Director of Digital Development at the National Planning Department (2020-2021). In these roles, I led transformative initiatives across digital connectivity, digital talent, digital government, data governance, public sector innovation, cybersecurity, and SME digitalization and productive development.
PhD in Applied Economics from the Autonomous University of Barcelona, MSc in Economics and BSc in Economics from the National University of Colombia. My research interests lie at the intersection of political economy, economic development, democracy consolidation, and the role of digital technologies.
I have served as a fellow and researcher at the I+D Foundation, Fedesarrollo, International University Menéndez Pelayo (Barcelona), Berlin Graduate School of Social Sciences, and CERAC. Currently, I teach Digital Society and Economic Development at Externado University of Colombia.
My research has been published in Party Politics, SERIEs, and Social Science Quarterly, and I have served as a referee for Journal of Democratization, Party Politics, LACEA Economía, and Revista Economía Institucional.
