Senior economist and public policy expert specializing in the intersection of digital technologies and economic development. I bring extensive experience in senior public sector leadership and digital transformation policy in Colombia and Latin America.
I have held senior government leadership roles, including Vice Minister of Digital Transformation of Colombia, High Counsellor for ICT of Bogotá, and Director of Digital Development at the National Planning Department, leading initiatives in digital connectivity, digital government, data and AI governance, cybersecurity, public sector innovation, and productive development.
I hold a PhD in Applied Economics from the Autonomous University of Barcelona, as well as an MSc and a Bachelor’s degree in Economics from the National University of Colombia. I combine policy leadership with academic research and teaching on digital society and economic development at the Externado University of Colombia. My work has been published in leading academic journals, and I regularly advise governments, development banks, and international organizations on digital transformation and economic policy.
