I used Metabrush to provide textures for the hair and face in this doleful image, with light effects and attention to the eyes done in iColorama. The brightness of the lower face, contrasted with the shadows around the eyes, gives here the sad look.
I started with this photo from the Sktchy app.
In iColorama, I used Form/Warp to change the shape of her face, emphasizing her eyes, and I smoothed her face using Style/Coherence and Effect/Denoise smooth preset.
As brush source for the hair, I used this photo from Pixabay, a source of copyright-free images.
Still in Metabrush, on another new layer I painted all over the image to get this. I tried all the painting modes under Brushes and Wets.
Now I painted this in a new layer in Metabrush, over the previous image, using long vertical strokes. I tried all the painting modes under Brushes and Wets.
Now, in iColorama, I used Effect/Blend to I blend the above two images. I tried several blending modes and slider settings.
With a small soft round brush, I used Brush/Paint at medium opacity to paint catchlights in her eyes. Then in Style/Coherence, using an inverted brush mask, I smoothed the catchlights, then removed the mask. Using Adjust/Exposure and an inverted brush mask, I brightened the eyes. I removed the mask. Then in Adjust/Levels and using an inverted brush mask, I increased contrast on the irises. I removed the mask.
Now I applied a preset in Effect/Light at partial opacity.
For the final image, I increased contrast using Adjust/Levels. I applied Effect/Denoise, Effect/Raise at low opacity, and Effect/Sharpen Preset 4.
Here is another version, same as the above, except it used a different Effect/Light preset.
