The name of this organization shall be THE INDIANA SOCIETY OF THE CHILDREN OF THE AMERICAN REVOLUTION.
The object of the Indiana Society of the Children of the American Revolution shall be in accordance with the objects as set forth by the National Society, The Object of this Society are:
1. To acquire knowledge of American history.
2. To preserve and restore places of historical importance associated with men and women who forwarded American Independence.
3. To ascertain the deeds and honor the memories of the men, women, and children who rendered service to the cause of the American Revolution.
4. To promote the celebration of patriotic anniversaries.
5. To honor and cherish the flag of the United States of America above every other flag.
6. To love, uphold, and extend the principles of American.
The objects of the state shall also be to increase the influence of the local societies within the state by mutual cooperation and support, and to encourage participation in the activities of the National Society.
Any member of a Society of the Children of the American Revolution organized within the boundaries of the Indiana and recognized as in good standing by the Senior National Board of Management shall be a member in good standing of the State Society, upon the payment of annual dues to the Senior State Treasurer.
Section 1: The officers of this Society shall be the State President, State Vice president, State Second Vice President, State Chaplain, State Recording Secretary, State Corresponding Secretary, State Organizing Secretary, State Treasurer, State Registrar, State Historian, State Librarian, and State Curator. These officers together with the Senior State President shall constitute the State Executive Board.
Section 2: The Senior State Officers shall correspond to the officers set forth in Article IV, Section I. They shall be members of the Daughters of the American Revolution, Sons of the American Revolution, or Sons of the Revolution in good standing in their respective society. Society. These chapters and societies shall be in the State of Indiana. These officers shall constitute the Senior State Executive board. A Senior Parliamentarian shall be appointed by the Senior State President.
Section 1: The State Officers shall be elected at the Annual State Conference for a term of one year by a majority vote of qualified Indiana State Society C.A.R. voters. They may not be elected for a second term to the same office. A member whose 22nd birthday will occur prior to the end of the term shall not be eligible to be nominated for an office. A candidate shall be a member in good standing of the National and State Societies. All duly nominated members shall be present at the Annual Meeting to be eligible for election. Exceptions shall be those who by the consent of both the Senior State President and the State Presidents may be absent.
Section 2: The State President shall be elected at the Annual State Conference for a term of one year, elected by a majority vote, had been a member in good standing for at least two (2) years, and shall have served as a member of the state board for two years (See section Article IX section 1a for the definition of state board).
Section 3: The other State Officers shall be a member of the Indiana Society, C.A.R. for a period of at least two (2) years prior to holding office. Duties of the State Officers shall be assumed at the close of the meeting at which they are elected and installed.
Section 4a: A Nominating Committee composed of not more than five nor less than three members who are members or former members of the State Board and who are in good standing of the National and State Societies, shall be appointed by the State President with the approval of the Senior State President, no later than October 10. It shall be the duty of this Committee to prepare a slate of not more than two candidates for each office to the filled at the Annual State Conference. The consent of the candidate to serve if elected must be obtained. Election shall be by ballot and a majority vote shall elect. Copies of the proposed state of officers shall be forwarded to each member of the State Board, and the Senior State Board, no later than four weeks prior to the Annual State Conference.
Section 4b: Nominations may be made from the floor, but no person who has allowed his/her name to be placed on the official stale of the Nominating Committee shall be eligible to run from the floor for any other office. All persons nominated from the floor must meet the same requirements as candidates appearing on the slate; he/she must notify the Senior State President of his/her intent to run from the floor at least two weeks prior to the opening date of the State Conference.
Section 4c: The Senior State President and one member of the Senior State Board, appointed by the Senior State President, shall act as advisors to the Committee.
Section 5: In recognition of valuable service to the State Society, the membership may elect at their Annual State Conference the State President as Honorary State President for life with the privilege of voting until membership in the National Society, C.A.R. is terminated. The nomination shall be from the floor. The election shall be by voice vote; a majority vote shall constitute an election.
Section 6: In recognition of valuable service to the State Society, the membership may elect at their Annual State Conference the Senior State President as Honorary Senior State President for life. The nomination shall be from the floor. The election shall be by voice vote; a majority vote shall constitute an election.
Section 7: The Senior State President shall be appointed by the Senior National President in accordance with the provisions of the Article XII, Section 3, of the National bylaws their term of office shall be two (2) years, and he/she shall be eligible for one re-appointment by the Senior National President, subject to confirmation by the Senior National Board of Management, provided that in no case shall one serve more than four (4) years consecutively. All appointments shall be in effect as of May 1st.
Section 8: The other Senior State Officers shall be appointed by the incoming Senior State President. Their term shall be concurrent with that of the Senior State President.
Section 9a: Vacancies in the State Officers shall be filled for the remainder of the unexpired term by the State President with the approval of the Senior State President, except that of Senior State President which shall be filled in accordance with Article XIII, Section 3 of the National Bylaws.
Section 9b: No State Officer who has served more than half a term shall be eligible for re- election to the same office at the next Annual State Conference.
Section 1: All Senior State Officers shall work with the corresponding State Officer approving all projects and awards, approving all two-minute typed reports to be read by the member at the Annual State Conference. Their report shall reflect the work done by the State officer. Reports shall be sent to the Senior State President one week before the State conference if the Officer will be absent. Such reports will be filed unread unless otherwise directed by the State President.
President
Section 2a: The State President assisted by the Senior State President shall preside at the Annual State Conference and at all the meetings of the Executive Board/ State Board. He/she shall have the power to appoint all standing Chairman and select committees in consultation with and approval of the Senior State President. He/she shall be a member ex-officer of all committees serving in an advisory capacity only. A report which has been presented to the Senior State President for prior approval shall be rendered at the Annual State Convention. He/she shall be selected a State Project after consultation and approval of the Senior State President.
Section 2b: The Senior State President shall perform all the duties required of him/her by the National Society. He/she shall preside at all Senior Executive/ State Board meeting. He/She shall call to order the Annual State Conference and present the gavel to the State President to preside. He/She shall appoint all Senior Officers, Senior Chairman and Senior Select Committees. He/she shall be Chairman of the Joint Executive Board and e a member ex-officer of all committees serving in an advisory capacity only.
Section 2C: The Senior State President shall be the second signer on all assets and accounts held by the State Society. The purpose of being second signer is for both treasury accountability and transfer of the office of Treasurer, should that person no longer be willing or able to serve.
1st Vice-President
Section 3a: The State First Vice-President shall preside in the absence of the State President and shall take over duties as may be necessary and shall also take the chair when the State President gives the report at the Annual State Conference. He/She shall serve as Promotion Chairman for the State President Project.
Section 3b: The Senior State First Vice- President shall preside in the absence of the Senior State President as deemed necessary.
2nd Vice-President
Section 4a: The State Second Vice-President shall fulfill the duties of the State First Vice- President if that officer is unable to do so. He/She shall act as promotion chairman for the State and National Promoters, State Patrons and Patronesses and Loyal Supporters.
Section 4b: The Senior State Second Vice-President shall fulfill the duties of the senior State First Vice President if that officer is unable to do so. He/she will supervise the promotion of the State and National Promoters, State Patrons and Patronesses and Loyal Supporters. He/she will serve as conference chairman and will assist the senior State President in hosting the state conference.
Section 5a: State Chaplin shall open all meetings of the state board with a prayer, may administer the oath of Office; and shall conduct such religious services as may be requested by the State president; including but not limited to the memorial service that will be held during the annual meeting.
Section 5b: The Senior State Chaplain shall open all meetings of the Senior State Board with Prayer; may administer the oath of Office; shall conduct such religious services as may be requested by the Senior State President; shall keep a record of deceased members and Senior and forward such names to the Senior National Chaplain and Senior National Treasurer and shall write letters of condolence.
Section 6a: The State Recording Secretary shall keep a correct record of all meetings and the Annual State Conference. Minutes of the Annual State Conference shall be read during the next State Board Meeting for approval.
Section 6b: The Senior State Recording Secretary shall keep a correct record of all meetings of the State Executive/ State Senior Board and the Annual State Conference. Copies of all minutes shall be included in a permanent record book. Copies of the minutes of the Annual State Conference, Executive/ Board meetings should be sent to the State President and the First vice President within thirty (30) days. In years when Officers change copies of the State Conference minutes should be sent to incoming and outgoing State Presidents, First Vice Presidents and State Recording Secretaries.
Organizing Secretary
Section 7a: The State Organizing Secretary shall provide information and aid to new Organizing Society Presidents, He/She should assist in strengthening and revitalizing faltering Societies.
Section 7b: The State Senior Organizing Secretary shall provide information and aid to new Senior Organizing Society Presidents; He/She should make contact with D.A.R., S.A.R. Chapters for the purpose of establishing new Societies and assist in strengthening and revitalizing faltering Societies.
Section 8a: The State Corresponding Secretary shall be responsible for any required correspondence, and shall send notices of meetings of the Executive Board/ State Board/Special meetings, as directed by the State Presidents.
Section 8b: The Senior State Corresponding Secretary shall be responsible for any required state correspondence. He/she shall notify the members of the Senior Executive/ State Board / special meetings as directed by the Senior State President; and shall receive, separate and distribute the sections of the Society Presidents Annual Questionnaire.
Section 9a: The State Treasurer shall, in addition to his/her own report, present the annual report prepared by the Senior State Treasurer, present for the Annual State Conference. Report shall also be given Executive/State Board meetings. He/she shall assist in the collection of the State Officer dues and participation in the State Presidents project.
Section 9b: The Senior State Treasurer shall collect and receive all monies due the State Society and shall deposit same in such banks or bank as maybe designated by the Senior State Board to credit of the Indiana State Society, C.A.R. He/She shall be custodian of the funds of the State Society and shall be dispersing such funds only upon the order of the Senior State President for the disbursement of funds shall be signed by the Senior State President. The Senior State Treasurer shall give a report at the meetings of the Senior Executive/ State Board and shall prepare an annual financial report for the State Conference and State Executive/ Board meetings. He/she shall, upon request, present a monthly report to the Senior State President. An audit of the Treasurer’s account, shall be made before each Annual State Conference and at the time of a new Senior State Treasurer assuming the duties of office, by a committee of two (2) appointed by the Senior State President.
Section 10a: The State Registrar shall assist in the work of keeping correct membership records and perform duties of his office as required by the State President.
Section 10b: The Senior State Registrar shall keep a complete card index of the Indiana Society,
C.A.R. membership. These cards shall include the name, address, date of birth, National number, date of admission to the Society; and name of ancestor.
Section 11a: the State historian shall compile the State Society scrapbook and see that the same is kept correct, and shall assist in keeping the State history up to date.
Section 11b: The Senior State Historian shall assist in the compilation of the State scrapbook and update the state history. He/she shall see that a copy of the history is sent to the Senior State President.
Section 12a: The State Librarian shall perform duties required by the office which include promoting the Library and encouraging members and friends to support The National Society of the Children of the American Revolution Library.
Section 12b: The Senior State Librarian shall be responsible for any books or properties owned by the State Society. He/She shall preform all such duties as are usually considered pertinent to the office.
Section 13a:The State Curator shall act as promotion chairman of fund raising for Museum including articles, donations and Major Benefactors.
Section 13b: The Senior State Curator: The Senior State Curator shall be responsible for any properties owned by the State Society. He/She shall preform all such duties as are usually considered pertinent to the office. Through this office, articles for the Museum will be collected in accordance with the policies set forth by the Senior National Board of Management
Section 1a: A State Chairman shall be appointed for every National Committee. In consultation with the corresponding Senior State Chairman, a Program shall be devised in accordance with the goals set forth in the National Packet. Contest prizes shall be limited to ribbons or financial of no more than
$5.00 being divided by the Chairman and Senior Chairman. Promotion of the committee projects and goals may be published through Board reports, State Newsletter notices and correspondence with local societies.
Section 1b: The Senior State Chairman approves and supervises all committee activity of the State Chairman in accordance with provisions of Section 1a.
Section 2a: Society Presidents shall serve according to their local Society Bylaws. He/she shall be a voting member of the State Board and present his/her Society reports at the State Conference.
Section 2b: Senior Society Presidents shall be members in good standing of a chapter of the Daughters of the American Revolution or Sons of the American Revolution or a society of the Sons of the Revolution in the State of Indiana. His/Her term of office shall be tow (2) years from the date the appointment is confirmed by the Senior National Board of Management, and may be extended by re- appointment for two (2) additional years.
Section 1: The Annual fee for Society members shall be $3.00, which Ninety ($.90) Cents shall be for the State dues and thirty ($.30) Cents for State President’s traveling fund per member, payable to the Senior State Treasurer. Voting members of the member and Senior State Board shall pay annual dues of one ($1.00) Dollar. All State fees and dues are to be paid before the first day of January each year.
Section 2: Daughters of the American Revolution, Sons of the American Revolution, Sons of the Revolution, and other interested people may become loyal supporters of the Indiana Society upon the payment of an annual contribution of five ($5) dollars or more interested persons may become a State Patron/Patroness. They shall have no voting privileges and shall have the courtesy of the floor only upon invitation. These monies are to remain in the Indiana C.A.R. treasury for work of the Indiana Society.
Section 3: Upon presentation for appointment by the Senior State President, a State Promoter pays nine ($9.00) dollars annually. Eight ($8) Dollars is sent to the Senior National Treasurer with the Memorandum of Appointment. One ($1) Dollar shall remain in the State for promotional and state work.
Section 1a: The State Board shall meet at least twice during the year and may adopt recommendations to be presented to the Senior State Board for approval but shall have no vote. Special meetings of the State Board may be called at any time by the State President with the approval of the Senior State President, and shall be called by him/her upon written request of five (5) members of the State Board. Five (5) members shall constitute a quorum. Membership of the State Board shall include all Honorary State Presidents still members of the C.A.R. in good standing, State Officers, and Society Presidents. State Chairman attends meetings at the invitation of the State President.
Section 1b: The Senior State Board shall be called by the Senior State President at least twice a year. Five (5) members shall constitute a quorum. Membership of the Senior State Board shall include all Senior State Officers, Honorary Senior State Presidents, and Senior State Society Presidents. Senior State Chairman attend meetings at the invitation of the Senior State President but are not voting members.
Section 2: Meetings of the Senior State Board and the State Board may be called jointly or apart as directed by the State President. If the State Board meeting is jointly, the senior members will have the right to the floor as well as the members. State Chairman may speak to a subject only by permission of the State Board. The State and Senior State Presidents will preside jointly.
Section 3a: The State Board shall have all the power and authority over the affairs of the Indiana Society of the Children of the American Revolution during interim between its meetings except that of modifying any action taken by the Annual State Conference. Motions shall be present to the Senior State Board as recommendations for an approval/disapproval vote.
Section 3b: The Senior State Board shall have all the power and authority over the affairs of the Indiana Society of the Children of the American Revolution during interim between its meetings except that of modifying any action taken by the Annual State Conference and shall vote upon recommendation presented by the State Board.
Section 4a: The Executive Board shall consist of elected State Officers and shall meet by direction of the State President and Senior State President. They shall be empowered to act in any emergency which may arise during the interval between meetings of the State Board. Any recommendations must be submitted for approval by the Senior Executive Board.
Section 4b: The Senior Executive Board shall consist of the appointed Senior State Officers and shall meet by the direction of the Senior State President. They shall be empowered to act in any emergency which may arise during the interval between meetings of the Senior State Board. They shall vote on any recommendations of the State Board.
Section 5: Meetings of the State Board and the Senior State Board may be in person, virtual or in hybrid form as directed by the State President or Senior State President.
Section 1: The Annual State Conference of the Indiana State Society shall be held each year at the time and place determined by the State and Senior State Presidents after consultation with the host society. The Conference shall be for the purpose or receiving reports of the State Officers, Society Presidents and State Chairman, for the election of State Officers and any other business that may arise.
Section 2: Fifteen (15) voting members shall constitute a quorum.
Section 3: The voting members of the Conference shall be the State Officers, the Presidents or the Vice Presidents and Delegates or Alternates from the local Societies within the State, who shall be duly registered and present at the Conference and whose State and National dues for the current year have been paid on or before January 1st. Members accepted by the February National Board may be eligible as voting delegates.
Each local Society shall be entitled to delegates and alternates in the following ratio:
Additional 5 members (for example, 51–55 members—numbers inclusive), you get one (1) additional delegate vote.
Section 4: In the case there are no contested election; all members of the state that are in attendance and in good standing will be allowed to vote.
Section 5: Tellers shall be adults appointed by the Senior Sate President. Only one appointed teller may assist a qualified voter at the polls.
Section 6: The annual meeting may be held in person, virtually or in hybrid form as directed by the Senior State President and agreed by the State President.
The rules contained in the Robert’s Rules of Order Newly Revised shall govern this Society in all cases in which they are not inconsistent with these Bylaws and with the Bylaws of the National Society, Children of the American Revolution.
These Bylaws may be amended or revised at any Annual State Conference by a two-thirds (2/3) vote, a quorum being present, provided that a copy of the State Board and Senior State Board at least thirty
(30) days before the Annual State Conference, and provided further that the amendment has been proposed by the State Board, the Senior State Board, or by a Committee authorized by the State President and the Senior State President.
The Proposed amendment/revisions must be submitted and approved by designated authority of the National Society prior to being presented to the Annual State Conference for adopted.
Amendments/ Revisions to these Bylaws shall take effect at the close of the Annual State Conference at which adopted.
