This paper examines how the quality of government spending changes at the end of the fiscal year, using unique data from small and medium-sized enterprise (SME) financing programs in Korea. The quality of SME finance spending is assessed based on the average sales growth rates of financed firms, measured at the program-month level. A theoretical model suggests that when budgets cannot be carried over to the next fiscal year and early spending requirements are enforced, the government may shift toward lower-risk investments at year-end—leading to lower returns or quality. Empirical results support the model's predictions: not only does a risk-return trade-off exist in SME finance spending, but the level of risk, measured by the variance in sales growth rates of financed firms, also declines toward the end of the fiscal year.

This paper investigates overconfidence among civil servants. Using survey data from civil servants and citizens in Korea, overconfidence is measured in two ways: (1) the gap between civil servants’ perception of their own productivity and their perception of their organization’s productivity (overplacement) and (2) the gap between civil servants’ perception of their local citizens’ customer satisfaction level and the citizens’ actual customer satisfaction level (overestimation). On average, civil servants exhibit overconfidence in both overplacement and overestimation. Moreover, public service motivation (PSM) is positively associated with overconfidence. To the extent that overconfidence is an undesirable cognitive bias, this finding suggests a potential dark side of PSM. Lastly, overconfident civil servants are more likely to prefer indirect policy instruments, such as vouchers, over direct instruments, such as regulations. Thus, civil servants’ overconfidence can have significant consequences for policy design and outcomes, particularly in the context of the New Public Management (NPM) reforms.

The COVID-19 pandemic served as a global stress test for public administration, revealing substantial disparities in local government capacity. While national strategies often dominate scholarly and public discourse, the operational effectiveness of crisis management depends critically on local implementation. This study investigates the determinants of crisis management effectiveness across 208 South Korean municipalities during the early phase of the pandemic (February–November 2020). To address endogeneity concerns inherent in COVID-19 case data, we introduce a novel behavioral proxy: the growth rate of varicella (chickenpox).
Methodologically, we propose a machine learning–guided specification search, a hybrid framework that integrates high-dimensional variable selection with econometric interpretability. We first apply Lasso regularization to screen more than 80 administrative, fiscal, demographic, and political variables. We then use Random Forest and Gradient Boosting models as predictive benchmarks to diagnose nonlinearity and interaction effects overlooked by linear specifications. High-importance features identified from these benchmarks are incorporated into a refined Ordinary Least Squares (OLS) model through targeted interaction terms.
The analysis yields two main findings. First, we identify an administrative surge effect: the number of civil servants has no statistically significant effect in isolation but becomes effective as COVID-19 cases accumulate, providing empirical support for Landau’s redundancy theory. Second, we detect a spatial friction effect, whereby administrative effectiveness diminishes in geographically expansive jurisdictions. Together, these findings challenge the “lean government” paradigm and suggest that crisis resilience requires elastic surge capacity and differentiated governance strategies to address spatial diseconomies.

본 논문은 전자담배가 궐련담배보다 위해성이 낮다는 가정하에, 전자담배의 궐련흡연 위해감축 효과(harm reduction effects)를 두 가지 메커니즘으로 구분하여 분석한다. 첫째, 궐련담배 흡연량이 많은 흡연자일수록 전자담배를 시도할 가능성이 높을 수 있다는 선택효과(selection effect), 둘째, 전자담배를 사용해 본 흡연자들 가운데 전자담배를 지속적으로 사용하는 경우 궐련흡연을 줄이거나 금연할 가능성이 높을 수 있다는 대체효과(substitution effect)이다. 선택효과는 전자담배 사용과 궐련흡연 간에 양(+)의 상관관계를 유발할 수 있는 반면, 대체효과는 음(-)의 상관관계를 초래한다. 이러한 상반된 효과는 기존 연구에서 관찰된 혼재된 실증 결과를 설명하는 데 중요한 시사점을 제공한다. 본 연구는 국민건강영양조사 자료를 활용하여, 전자담배의 궐련흡연 위해감축 효과가 이 두 메커니즘 모두를 통해 동시에 작동할 수 있음을 보여주는 실증적 증거를 제시한다.

본 논문은 2019년 일본의 반도체 및 디스플레이 핵심 소재 수출규제가 한국의 소재·부품·장비(소부장) 산업 연구개발투자 및 특허성과에 미친 영향을 실증적으로 분석하였다. 한국산업기술진흥원의 ‘기업 R&D 투자 스코어보드’를 활용하여, 국내 R&D 투자 상위 1,000대 기업에 대한 2015-2023 패널데이터를 구축하였으며, 소부장 기업들을 처치집단, 비소부장 기업들을 통제집단으로 설정한 고정효과 이중차분(DID) 모형을 추정하였다. 2019년 일본의 수출규제 이후, 소부장 기업에 대한 정부연구투자비는 증가하였으나, 자체 연구개발투자는 감소한 것으로 나타났다. 또한 소부장 기업의 특허성과도 감소하였다. 이러한 결과는 향후 소재·부품 산업의 기술자립 전략과 정부 지원정책의 방향을 제시하는 반면, 핵심 소재 및 부품에 대한 수출규제가 수입국의 기술개발을 저하시켜 장기적으로도 피해를 입힐 수 있음을 시사한다.
