PROCESS OF SELECTION
The process of selection of COEs shall be by application
When upon determination by an HEI through self-assessment that it satisfies the pre-selection criteria, it may SUBMIT ONLINE its application documents of becoming a COE to the OPSD for validation
The supporting documents must exhibit evidence of the HEI's adherence with the selection criteria.
EVALUATION FLOW
Initial Document Evaluation
The application documents will be uploaded to the COE Submission Portal of the CHED-OPSD. The Technical Panels undertake the initial document evaluation of the applications and recommend those that could qualify for ocular inspection.
Ocular Inspection
If feasible, the CHED-OPSD with the corresponding Technical Panel members and CHED-approved pool of evaluators comprise a team of ocular inspectors to visit the shortlisted schools. The ocular inspection is conducted to validate the documents submitted, and the schools will be evaluated based on the set of selection criteria.
Identification
After the ocular inspections of all shortlisted HEIs, the Technical Panel recommends the list of COEs to the Commission for approval.
To be awarded as a Center of Excellence, the HEI must garner a total score of at least 60 or better using the Evaluation Instrument.
Proposal submission of Commitments as COE
HEIs that meet the eligibility requirements shall proceed with the submission of proposals to be recognized as COEs.
The proposals must cover at least one of the following areas:
Strategic research with community impact;
Development of innovation and technologies that are of national importance or by establishing (physical or digital) research centers in the community; and
Social and economic development through talent development, increasing organizations or sector capacity, institutionalizing best practices, and increasing excellence outputs for the higher education sector either locally, regionally, or internationally.
