Tamil Nadu is located in the southeastern part of India. It has a population of 6.3 crores with a growth rate of 15%. Tamil Nadu has been divided into 32 districts, and all these districts need an effective and transparent system for managing finances and human resources.
Tamil Nadu is investing around Rs. 2,500 crores in infrastructure development emphasize roads, irrigation, drinking water, rural infrastructure development, and rural electrification.
With this objective in mind, the Government of Tamil Nadu has launched a Statewide information technology-based IFHRMS (integrated financial and human resources management system) for all government departments.
The project's main objective is to ensure effective and transparent financial and human resources management by promoting best practices and systems consistent with international standards and norms.
IFHRMS comprises of four modules: Financial Management System (PFR), Human Resource Management (HRMS) system (with PFR), Electronic Payment System (EPS), and Data Base Management System (DBMS).
The World Bank has funded the development of IFHRMS. The main objective is to improve the quality of services to citizens by providing a unified financial and human resources management system.
IFHRMS provides cashless perquisites to employees with Internet connectivity. The system is flexible and can be adapted for different requirements. For example, the EPS is linked to the tips and bank accounts, demands, salary payment, etc. Therefore all data is synchronized with this system so that each employee has their ledger.
The IFHRMS is deployed in all three divisions of the Directorate of Information Services (DIS). As many as 160,000 employees are covered under IFMRMS spread over Tamil Nadu via satellite communication. All the information available in the system is given in real-time to each employee in an online dashboard using a computer terminal.
The dashboard has details of all types of financial transactions that have been made by the employee and their progress in respect of different benefits and services. The system is available to the selected employees, and incentives and benefits are offered to all employees who join the scheme.
IFHRMS provides a single source of information on every transaction, thereby eliminating errors and unwanted duplication. This system is flexible and can be adapted for different requirements, for example, EPS is linked to perquisites and bank accounts, demands, salary payments, etc.
