彭仁隆博士擁有在臺北市立動物園超過20年於動物組擔任區長的經驗。他在國立臺灣大學獸醫所獲得他的動物福利博士學位,並曾經回到母校開授「動物福利科學」課程。彭博士也同時是臺北市立動物園、東南亞動物園暨水族館協會(SEAZA),以及歐洲動物園暨水族館協會(EAZA)的動物福利小組委員。彭博士於2024年號召動物福利專家學者、社會運動倡議者與教育傳播者,共同創立「臺灣動物福利科學學會」,致力於以科學實證、議題研究與社會對話推動動物福利,追求在利用、管理與倫理之間的時代平衡。
Dr. Shawn Peng is a curator of animal department at Taipei Zoo for over 20 years. He received his PhD in animal welfare and conducted “Animal Welfare Science” course at veterinary school, National Taiwan University. Dr. Peng is also the board of welfare committee at Taipei Zoo, SEAZA and EAZA. In 2024, Dr. Peng brought together leading scholars in animal welfare, social movement advocates, and education communicators to establish the Taiwan Society for Animal Welfare Science. The Society is committed to promoting the institutional and societal development of animal welfare through scientific evidence, specialized research, and public discourse, while critically examining the dynamic balance between animal use, management, and ethical considerations.

Lindsay Porter博士是一位海洋哺乳類專家,長期致力於研究海洋哺乳動物在維持海洋生態系中所扮演的角色。他的研究聚焦於易受威脅的物種,尤其是中華白海豚與儒艮等沿岸物種。Porter博士是亞洲海洋哺乳動物擱淺網絡的創始成員之一,同時也是國際捕鯨委員會擱淺專家小組成員。他在海洋哺乳動物擱淺處理計畫方面具備深厚專業,致力於建立救援、康復與科學調查的框架,以同時支持動物福利與關鍵資料的蒐集。
Porter博士來自蘇格蘭,至今仍持續參與當地計畫,監測氣候變遷對小型鯨豚類動物所造成的影響。過去三十年間,他長期以亞洲為基地,進行第一手研究,並參與區域性海洋管理行動計畫的制定與推動。他目前的研究重點為大灣區與南海海域的中華白海豚及江豚族群。
作為國際捕鯨委員會科學委員會現任主席,他在科學與政策之間扮演重要橋樑角色,致力於將研究成果轉化為有效的海洋治理措施。
Dr. Lindsay Porter OBE is a marine mammal specialist who has spent much of her career investigating the role marine mammals play in maintaining healthy marine ecosystems. Her research focuses on vulnerable species, particularly coastal species such as the Indo-Pacific humpback dolphin and dugongs. Lindsay is a founding member of the Asian Marine Mammal Stranding Network and is a member of the International Whaling Commission's Strandings Expert Panel. Lindsay has expertise in marine mammal stranding programmes, establishing frameworks for rescue, rehabilitation and scientific investigation that support both animal welfare and critical data collection.
Originally from Scotland, where she still collaborates on projects monitoring the impacts of climate change on small cetaceans, Lindsay has been based in Asia for the last three decades. There she conducts primary research and contributes to regional marine management action plans. Lindsay's ongoing research focuses on the Indo-Pacific humpback dolphin and the finless porpoise populations of the Greater Bay Area and South China Sea.
As the current Chair of the Scientific Committee of the International Whaling Commission, Lindsay bridges science and policy, playing a critical role in translating research findings into effective marine governance.

Isabella Clegg博士是一位動物福利科學家,專精於圈養環境中海洋哺乳動物的福利研究。他擁有動物行為與福利、海洋哺乳動物科學等領域的學位,並以「建立瓶鼻海豚福利評估參數」作為博士研究主題。完成博士學位後,他希望回應學術界與動物使用產業之間在知識與實務應用上的落差,因此創立了Animal Welfare Expertise(AWE),這是一間動物福利顧問公司,致力於以動物本身為核心、並以科學為基礎的方法,評估圈養動物的福利狀況。其工作包括為海豚設計的C-Well福利評估等工具,並以客觀方式為動物設施、旅遊產業、非政府組織、政府單位及保育計畫提供專業建議。他的工作曾受到BBC、《新科學人》等媒體報導,他也曾發表TEDx演講,探討研究動物福利如何幫助我們理解人類自身的幸福感。
Dr. Isabella Clegg is an animal welfare scientist, specialising in marine mammal welfare in captivity. She has degrees in Animal Behaviour and Welfare, Marine Mammal Science, and her PhD was on developing welfare parameters for bottlenose dolphins. Following her PhD, she wanted to address the knowledge and application gap between academia and animal use industries, and set up Animal Welfare Expertise (AWE) - an animal welfare consultancy that pioneers an animal-based, scientific approach to conduct welfare assessments of captive animals (e.g. the C-Well Assessment for dolphins), and objectively advises animal facilities, the travel industry, NGOs, governments and conservation projects. Her work has been covered by the BBC, New Scientist and others, and she has delivered a TEDx talk on how studying animal welfare can teach us about our own happiness.

Eszter Matrai博士是一位動物學家,2008年畢業於匈牙利布達佩斯聖伊什特萬大學獸醫科學院。畢業後,他先後於匈牙利自然史博物館、斯洛伐克茲沃倫科技大學林學院,以及倫敦自然史博物館完成實習。他也曾任職於英國南安普敦大學人類遺傳學部門,以及位於印度北阿坎德邦德拉敦的印度野生動物研究所。2010年,他加入香港海洋公園,擔任研究實習生,如今已成為香港海洋公園研究部主管。他完成了動物行為學博士學位,目前亦擔任香港城市大學兼任教授。
Matrai博士的研究核心涵蓋認知、行為、感官與動物福利研究。他與團隊曾為海豚開發一系列認知型豐富化設施,設計目的在於讓海豚能以相互合作的方式使用。他們也為斑海豹設計冰塊豐富化項目,並為患有正浮力障礙的受傷海龜開發豐富化裝置。研究團隊亦建立了一套行為監測流程,用以評估這些新裝置的成效,並支持獸醫及照護團隊的工作。他深信,透過域外研究可以連結科學、保育、動物福利與教育,且動物園與水族館在培育下一代科學家、保育工作者與教育人員方面,扮演著不可或缺的重要角色。
Eszter is a zoologist who graduated from Szent Istvan University, Faculty of Veterinary Science, in Budapest, Hungary, in 2008. After graduation, Eszter completed internships at the Hungarian Natural History Museum, the Faculty of Forestry at the Technical University in Zvolen, Slovakia, and the Natural History Museum of London. She also worked at the Human Genetics Division of the University of Southampton and the Wildlife Institute of India in Dehradun, Uttarakhand Pradesh. In 2010, Eszter began her role as a research intern at Ocean Park, Hong Kong (OPHK), today she is head of the Research Department of OPHK. She completed her PhD in Ethology and she is an Adjunct Professor at City University of Hong Kong.
Eszter's research centres on cognitive, behavioural, sensory, and welfare studies. She and her team developed a set of cognitive enrichments designed for dolphins to use cooperatively in a mutualistic or prosocial manner. They have also created ice enrichments for spotted seals and enrichment devices for injured sea turtles with positive buoyancy disorders. The research team established a behavioural monitoring protocol to assess the effectiveness of these novel treatments, supporting the work of the veterinary and care teams. Eszter strongly believes in bridging science, conservation, animal welfare, and education through ex-situ research, as well as in the vital role that zoos and aquariums play in training the next generation of scientists, conservationists, and educators.

Claudia Tay是新加坡聖淘沙名勝世界旗下新加坡海洋館的動物福利與行為科學經理,負責帶領團隊推動動物福利、行為管理與行為研究等工作。他目前正在澳洲阿德雷德大學攻讀博士學位,學位預計將於 2026 年 6 月 30 日正式授予。他的博士研究探討人為因素對動物園與水族館動物福利的影響。此外,他也擔任世界動物園暨水族館協會(WAZA)以及東南亞動物園暨水族館協會(SEAZA)動物倫理與福利委員會委員。他曾於美國動物園暨水族館協會(AZA)、東南亞動物園暨水族館協會(SEAZA)及世界動物園暨水族館協會(WAZA)等論壇發表演講,並共同參與撰寫《WAZA動物福利策略》。
Claudia Tay is Manager of Animal Welfare and Behaviour Science at Singapore Oceanarium, Resorts World Sentosa, where she leads a team working across animal welfare, behaviour management, and behavioural research. She is completing a PhD at Adelaide University (degree will be conferred on 30 June 2026), examining the effects of anthropogenic factors on zoo and aquarium animal welfare, and serves on the Animal Ethics and Welfare Committees of WAZA and SEAZA. She has presented at AZA, SEAZA, and WAZA forums and is a co-author of the WAZA Animal Welfare Strategy.
