Getting from level 1 to 80 awards you exactly enough hero points to unlock all the core skills and specialisations. Then you need hero points from challenges in the world (or the Heroics Notary in WvW) to unlock the elite specialisations.

But all hero points are the same so you can get and use them in any order - if you complete hero challenges before level 80 you can use the points on core skills and specs and then use the ones you get from levelling up after level 80 to unlock elite specs.
