今上蘇丹陛下，姓李氏，諱文甄，2003年11月14日聖壽，其為臺灣新北三峽人，祖籍馬來西亞雪蘭莪州。陛下是華江斯坦建國元勳之一，也是自2012年以降最後一位未曾離開過華江斯坦的建國元勳，2019年04月19日，陛下率諸臣民宣告獨立，成立帝國體制，並自任攝政，此後長年控制朝政大權。2021年，陛下推舉首任蘇丹莫哈默出任統治者，自己以親王之姿出任首任總理，至2024年06月15日退休；2025年06月22日，他在柳德波利亞大皇宮以皇儲親王身分，順位繼承為最高統治者，領導我國至今。

今上蘇丹陛下在臺灣臺北的華僑高中、臺中東海大學就讀，專長是政治、公共政策與公共行政，因此陛下以其自身觀點，即「李文甄主義」，治理華江斯坦。他提倡融合了中國儒家、道家的政治觀點，強調與民休生養息的同時，最大程度運用有限的國力維持發展，保持國家的彈性與韌性，以及行政體系的精簡效率，和新公共行政的體現。此外，陛下的日常興趣是攝影、騎車和閱讀，以及旅行。
