Kate Winter

External Evaluator

Principal Consultant and Senior Researcher at Kate Winter Evaluation, LLC

Kate Winter, PhD, leads the team at Kate Winter Evaluation, LLC (KWE) -- the external evaluator for the HSI-STEM project. KWE is the external evaluator for several NSF-funded initiatives to broaden participation in STEM, as well as two five-year long consortia-based projects funded by the U.S. Dept. of Education and an NIH IPERT grant. Dr. Winter has worked with major NSF initiatives (e.g., ADVANCE, HBCU-UP, S STEM) since 2003. KWE's areas of evaluation expertise include diversity in STEM, college student access and retention, professional development for faculty, and institutional cultural change. Dr. Winter is a member of the American Evaluation Association (AEA), adheres to AEA professional and ethical principles, and follows the “What Works Clearinghouse (WWC)” standards established by the U.S. Dept. of Education, and the “Common Guidelines for Education Research and Development” written by the Institute of Education Sciences and NSF. Dr. Winter is a WWC certified reviewer for group designs.
