Hongyong Zhang is a Senior Fellow at the Research Institute of Economy, Trade and Industry (RIETI), Japan. He received his Ph.D. in Economics from Kyoto University. 

His research interests include international trade and investment, and the Chinese economy. His work has been published in economics journals including Journal of Monetary Economics, European Economic Review, Review of World Economics, The World Economy, Journal of Comparative Economics, The China Quarterly, and China Economic Review. 

He has served as a consultant for the Organization for Economic Co-operation and Development, the Asian Development Bank, Japan's Ministry of Economy, Trade and Industry, and Ministry of Finance.
