Problem

The population of Arizona is rising, with an estimated ~1300 people coming here per decade, and homes are being built 24.9% more (http://www.metrostudy.com). Homeowners are also misusing water, using more than enough water when landscaping especially. This will cause a lot of wasted water, and this water is potable water which is drinkable water. These things combined will make the amount of water wasted by residential areas increase in the coming years, with ASU's "NEW POPULATION PROJECTIONS FOR THE UNITED STATES, ARIZONA AND ARIZONA COUNTIES" showing that water usage can go up 1,384,810,000 gallons in 4 decades.
