The HCCB Library Service Unit aims to support and achieve the educational objectives of Holy Child Colleges of Butuan. It seeks relevant materials and services; and provide these to fulfill the vision, mission goals and objectives of the College to respond to the changing needs of the clientele, and the curricular offerings.
To accomplish this primary purpose, the HCCB Library provides and maintains a well-organized and administered library services. It has a program of selection, acquisition, collection maintenance, circulation, and provision of physical facilities. To be effective, the library has set up policies, procedures, personnel, and facilities that are deemed to be suitable for application notwithstanding the limiting factor of financial aspects.
The development of the Library Services is a vital contribution to the development of the Institute in general.
The methods, policies, procedures, rules and regulations in the operations of the library services are clearly and explicitly covered by the Manual of Library Operations (MLO). The vision, mission, goals, objectives and functions of the library, the duties and responsibilities of the library staff, the procedures and work activities operation flow chart have been clearly defined.
The HCCB Library is located at the 3rdfloor of the school building, accessible to faculty and students, with a space dimension of 505 square meters. It has a seating capacity of 140 seats. At the back of the library, it has 6 ramps for the physically disabled.
This MLO provides vital information and guidance necessary to promote awareness and recognition among library constituents and the institute constituents in general regarding the administration and management of the Library Services Unit. The aim of which is to effectively serve the academe and the community.

Founder/ President
The visionary founder, an alumnus of the University of the Philippines (Diliman, Quezon City) and University of Santo Tomas holds the degree of Doctor of Philosophy in Development Education. He has seven (7) baccalaureate degrees and two (2) master's degrees. He is a FELLOW of the Psychological Association of the Philippines (PAP), faculty adviser of the Chi Sigma Iota Counseling Academic and Professional Honor Society International and a Diplomate in Behavioral Medicine form the International Academy of Behavioral Medicine Counseling and Psychotherapy (IABMCP) based in Colorado, U.S.A. He is a great achiever being a MEC-Philamlife Scholar of the University of the Philippines and a "Benemeritus" (Magna Cum Laude) Awardee in UST. He is a recipient of the Outstanding Alumnus Award of the Agusan National High School, Professional Excellence Awardee of the University of the Philippines, Lily Rosqueta Rosales Awardee in the field of counseling and St. Antoninus of Florence Award as an outstanding alumnus of the University of Santo Tomas and Most Outstanding Professional in the field of Guidance awarded by the Professional Regulation Commission (PRC) in 2010, among others.

He is an alumnus of St. Francis Xavier College Seminary, the Regional Major Seminary of Mindanao and the University of Southern Philippines. He is an eloquent speaker and prolific writer who became the Outstanding Alumnus Awardee of the lone State University in Region XI, the USEP. He is a FELLOW of the Psychological Association of the Philippines (PAP), a member of Chi Sigma Iota Counseling Academic and Professional Honor Society International and a Diplomate in Behavioral Medicine from the International Academy of Behavioral Medicine, Counseling and Psychotherapy (IABMCP) based in Colorado, U.S.A. He is also a recipient of the Diamond Cross Award and the Lily Rosquita Rosales Counselor Leadership Award, among others.

HCCB Library is committed to sustain an excellent bank of information to support the services of empowering its stakeholders with knowledge and skills relevant to the broad-based development of the region.
VISION
The library seeks to be a repository of knowledge that complements the pursuit of competitive academic aspirations of the college with respect to the advancement of science and technology for the changing demands of Caraga Region.
GOAL
To ensure a well-organized library system with a vast collection of information and education materials relative to the academic programs of the Institute and the societal demands of the region.
OBJECTIVES
1. To ensure the acquisition of up to date local, national and international library materials for the academic programs of the Institute and for the information concerns of other stakeholders.
2. To effect a universally-accepted library system of organization and circulation.
3. To ensure the provision and maintenance of efficient facilities and equipment for quality library services and operations.
4. To install a computerized system of information access for wider information coverage and facilitated library operations.
5. To ensure the employment of committed and competent library personnel in the delivery of library services.
6. To establish strong linkages with local, national and international academic and research networks for updated technology information.
7. To secure for the library personnel a dynamic program of professional development.
8. To develop and enforce a monitoring and evaluation system of library performance for the identification of improvement strategies.
