Hon'ble Prime Minister of India, Shri Narendra Modi launched the National Portal for Rooftop Solar on 30/07/2022. Shri R. K. Singh, Union Minister for Power and NRE and Shri Krishan Pal Gurjar, MoS, Power and Heavy Industries were present. Shri Bhagwanth Khuba, MoS, MNRE joined virtually.
For availing subsidy, customer needs to ensure that the Solar PV Modules comply with 'Domestic Content Requirement', popularly known as DCR Modules. This basically means that the Modules are manufactured in India using solar cells which are also manufactured in India. There are still very few Monocrystalline cell manufacturers in India, thus DCR modules are mostly available in the polycrystalline type. Customer should ensure that the solar vendor is empaneled with MNRE (Ministry of New and Renewable Energy) for application of subsidy and installation of such plants.
The process of application is simplified. Customer can visit the website National Portal for Rooftop Solar - Ministry of New and Renewable Energy (solarrooftop.gov.in) and apply for a new Grid Tied Solar PV System with subsidy. Once the approval is received, rates of vendors supplying the material is visible. Customer can choose the empaneled vendor from the drop-down after due discussion with the vendor.

Interestingly, one of the reasons for the low application and approval of subsidy earlier was that the L1 rate was fixed as the sale price for all quality of products. Thus companies selling premium solar pv rooftop system and offering add on benefits like extended warranty and enhanced service could not bid a rate accordingly. Only lowest quality systems were installed which only met the base standard with customers wanting a better service. Moreover, with price steadily escalating, the annual tender would get unviable even for a substandard product within only a few months of the tender bidding. Finally, the DISCOM let the sale price to be decided with mutual agreement between the buyer and seller.
