It is the duty of the Highways Agency to make sure that all vulnerabilities, obstructions and inconveniences on the roads of Altis are managed efficiently. To do this the Highways Agency has the ability to perform partial and full road closures depending on the situation.
The equipment that is primarily used for building road closures will be outlined below. Please note that some equipment is restricted by rank and certain situations.

Road Cone. Used for sectioning areas of interest off.
Not to be placed in the road unless blocked off.
Bar Gate. Used for granting access to cordoned off areas such as checkpoints and closures.
Only place in areas used for gaining access. Not to be used as a wall.
Plastic Barrier (Large). Used for guiding civilians around areas that are cordoned off.
Only use inside of road closures or public guidance.
Plastic Barrier (Medium). This is the main item for building partial and full road closures.
Don’t place them randomly across the map.
Portable Light (Single). Used to light up areas during the night periods.
Not to be placed in the road.
Portable Light (Double). Used for lighting up signs placed on the side of the road.
Place only facing signs not blinding drivers.
Road Sign. Can be painted into multiple things including diversions and speed limits.
Only place at the side of the road leaving enough room for a car to pull over.
Street Lamp. Used for lighting up roads like the main carriageway.
Only to be placed on the side of the road.
Concrete Barrier (Long). Used for events and sectioning areas off.
Not to be placed in the road.
Concrete Barrier (Short). Used for events and sectioning areas off.

When you reach the rank of Senior Officer On Call you will gain access to extra equipment and vehicles. This equipment has some restrictions.

Cargo HQ. Can be used as a portable HQ and all event discussions will take place in there.

The vehicles used by the Highways Agency are unique to us. They have our own paint job which is a fluorescent yellow and black checkerboard. They have a marked logo on the bonnet and sides and have colored chevrons on the back. Most Highways agency vehicles have flashing orange emergency lights that are to be used when pulling to the side of the road.
The truck is the first vehicle you get when you pass your interview and acquire the rank of Incident Support Unit.
The Four Wheel Drive was introduced when the Highways Agency was sent to Tanoa for a season. It is a fast mobile vehicle with great offroad capabilities. The Operations Manager thought it would be a great vehicle to bring back to Altis.
The SUV was designed for speed and equipment. It can get you from A to B as fast as possible and is the standard Highways Agency Vehicle.
The hatchback is a regular vehicle that is usually used for training and inner city purposes. It doesn't have much equipment and you wouldn't want to use it for long distances.
The offroad is one of the main vehicles of the Highways Agency. It has great offroad capabilities and has lots of storage for you toolkits. As for storing equipment unfortunately it hasn't got much space.
The Zamak Repair has a colossal amount of storage for your equipment and items and is the main vehicle used for creating road closures and moving items between events.
The Loan Vehicle is mainly used for events and is only given to those if an officer or civilian has experienced a “glitch”.
The stomper is our Mobile Safety Unit (MSU). These can be placed around the map so the Highways Agency can monitor the carriageway. The MSU is dispatched to a location of a serious incident so the officers can assess the situation before turning up. The MSU can also be used as transport if a vehicle is fully destroyed.
Impounding truck
Dear Sir/Madam. A vehicle registered to you was discovered near [Nearest Landmark] by a Traffic Officer. Would you like this vehicle to be impounded (meaning your vehicle will return to your garage as soon as possible) or recovered (meaning we will leave the vehicle for you to collect). If you do not respond within 1 minute we will automatically assume you wish your vehicle impounded. Please reply “RECOVER” to collect your vehicle.

Types Of Incidents
Introduction
Incidents range from simple removal of debris from a carriageway through to complex multi-agency national crises.
This section of the Network Management Manual sets out the definitions of incidents that are used throughout the remainder of the document. The Police, other emergency services and Local Authorities should have an established understanding of the term ‘major incidents’ and the term is used by Government to take powers to deal with such incidents. The term ‘critical incidents’ has also been established for those incidents that are important to a single organisation. So far as the Highways Agency, its’ stakeholders and Service Providers are concerned, the term emergency should be regarded as a generic term encompassing both critical and major incidents.
The term ‘incident’ should be regarded as the description of those occurrences that come to the attention of the Highways Agency and its’ Service Providers.
A routine incident could be anything from a break down to a lost civilian in the middle of nowhere, so long as the vehicle is NOT on the road. The only exceptions to this are those involving fire. Example of a routine incident are:

HATO/ISU to attend and return traveler to closest large settlement.
HATO/ISU to attend and impound.
HATO/ISU to attend, pick vehicle lock and give keys to owner.

A Significant incident include breakdowns, crash involving a single wheeled vehicle or objects such as trees either partially or entirely blocking the highway (APTR). These include:
HATO/ISU to attend scene and repair.
HATO/ISU to attend and refuel vehicle.
HATO/ISU to attend scene and repair.
HATO/ISU to attend and return traveler to closest large settlement.
HATO/ISU to attend and impound.

Use Cones/Blocks to shut down part of the road affected.
Drive over spike strip(s) to remove, and repair vehicle.
A Serious incident includes crashes with two or more vehicles and/or an explosion on or near a APTR. A serious incident will often involve fatalities or serious injury so paramedics may need to be dispatched. These include:
Two or more HATO/ISU to attend and deal with as appropriate.
One HATO/ISU dispatched with others put on standby, clear roads until
the danger is no longer present. Clean scene and reopen roads.
A Major Incident is a single event that poses imminent danger to life, police must be informed of all major incidents. Major incidents include:

Total road closure stopping cars from racing through the city, send out a public alert

A cross regional or national major incident is much like a regional major incident, but may expand to include the whole city or a further area. Major incidents include:
Cut down major roads in and out of city, help police setup checkpoints.

A State of National Emergency can only be declared by the T/M, NATO, Admins or the Police Commander. If the city is at level 1 and both the police and Highways Agency are unable to regain control a state of national emergency is to be declared, during this time the city will be under full lock down.
