Access and Usage Policy
Hagerstown Civil War Round Table (HCWRT) Speaker Recordings
In 2015, HCWRT permanently loaned its audio recordings of 1956-1993 speakers’ talks, plus an index, to the Western Maryland Room of the Washington County Free Library (the Library). Initially recorded on portable devices and media available at the time they were delivered, the talks were converted to compact disc (CD) format for archival purposes prior to the loan. Talks from 1993-2003, recorded on video tapes, are expected to be converted to DVDs and loaned to the Library in the future. More recent talks, recorded as digital files, will eventually be converted using then current technology as necessary and similarly loaned to the Library.
1) Any member of the public may listen without limit to the recordings for personal edification and, if desired, take handwritten notes for personal use only. The Library may require identification such as a current library card for anyone who wishes to do so.
2) Any HCWRT Member may access and, at his/her expense, create electronic or digital copies of the content of the recordings for personal use only. The Member shall call ahead on each occasion to request access and, if asked, present his/her HCWRT name badge to Library personnel. The Library may require other identification. The copying shall occur on Library premises and in accordance with (IAW) its procedures.
3) The original Speaker may access and, at his/her expense, copy the recording(s) of his/her own talk(s) in any desired manner or format, with advance approval from a current HCWRT Officer or other Member of its Board of Directors. Said approval will be freely granted and conveyed to the Library by HCWRT or the Speaker, as is most convenient. The Library may require other identification. The copying shall occur on Library premises and IAW its procedures.
4) Any person who subsequently publishes or incorporates in print, electronic or digital media of any type the content of any recording, including extracts or materials derived therefrom such as direct quotes, paraphrases, abstracts, summaries or synopses, shall give full and proper credit to 1) the original Speaker, including the subject and date of the talk; 2) The Hagerstown Civil War Round Table, Inc.; and 3) the Washington County (Maryland) Free Library.
The undersigned mutually agree The Hagerstown Civil War Round Table, Inc., retains sole ownership of these loaned materials, existing and future; the Washington County Free Library is the repository of said materials; and the Library is under no obligation to catalog said materials or to otherwise make known their existence to its patrons or the public at large.
