Abstract: This paper examines how public procurement and import substitution policies affect firm-level innovation in the Russian pharmaceutical industry. Following the 2015 countersanctions, Russia restricted the participation of foreign firms in tenders for vital and essential drugs, creating a demand shock that favoured domestic producers. Using contract-level procurement data, firm financials, patent registrations, and drug registration records, we construct a panel of manufacturers to analyse whether increased procurement opportunities stimulate innovation. Our identification strategy combines Poisson regressions with a difference-in-differences approach that exploits the policy shock. The results show that increased procurement exposure significantly increases the subsequent patent activity of firms: a 10% increase in the value of the contracts awarded leads to a 1.1 to 2% increase in patent registrations after three years.
