There were around a dozen primary characters on the show, plus an array of recurring characters, one-off guests, and the furnishings and monsters in Horrible Hall which sprang to life to bounce around during the musical sequences.
Drac, who is occasionally referred to as Count Dracula, is the unofficial leader of the Groovie Goolies clan. Each episode begins with him in his bat form, which is again featured sporadically throughout the show.
Drac is easily annoyed and prone to lashing out at his fellow monster fiends, but he reserves his harshest criticism for The Lovesick Loveseat, a chair in Horrible Hall which is hopeless devoted to him.
During the musical sequences, Drac plays a pipe organ which features the hands of a conductor instead of a rest for sheet music.
Frankie is an easygoing Frankenstein's monster who runs the Muscle-leum Gymnasium. He plays the bone xylophone/drums in the Groovie Goolies band. He is frequently struck by lightning, revealing his inner mechanical workings and then remarking "I needed that!!"
Frankie is the only member of the Goolies to sport a not-so-secret identity as the bumbling superhero "Super Ghoul."
Frankie's beloved pet is a Brontosaurus named Rover, whom he treats as a canine.
Wolfie is a hippie werewolf who speaks in a combination of beatnik, surfer, and hippie slang. Wolfie plays a lyre-like stringed instrument in the Groovie Goolies and is always seen wearing a T-shirt, shorts, and beach sandals. Wolfie is always out for a good time like running wild, surfing, or driving his Wolf Wagon. He especially gets on Drac's nerves.
Wolfie's pet piranha, Fido, eats anything and can fly when necessary.
Mummy – A bandaged mummy who dabbles in first aid. Mummy serves as the newsman for "The Mummy's Wrap-Up" newscasts. He would often become unraveled.
Actor Howard Morris patterned his vocal performance after comedian Ed Wynn.
Hagatha is a plump witch who served as resident chef. She also has a living broom named Broomhilda and is the aunt of Hauntleroy.
Bella La Ghostley is a female vampire who works as Horrible Hall's switchboard operator.
