Each committee follows the procedure of its assigned format.
Due to the existence of sub-committees in Congress, sub-committees will work as smaller committees that allow for a quicker discussion of bills. The bills discussed in these sub-committees will then be presented to the whole chamber to be debated and voted upon.
Chairs will carefully organize time to assure each committee has time to discuss, present, edit, and vote on bills.
The conference will undergo presidential and congressional elections. During the conference, one day will equal one year, meaning the first day represents the year 2027, while the second day represents the year 2028.
Presidential elections: Will occur at the last hour of the conference, where Cabinet Members can present arguments and campaign ads to persuade Congress to vote for them to be the next president. This means that for the final hour, Congress and the Cabinet will meet.
Congressional elections: Will occur after the first day is over, but take place under the Chair's discretion. For more information, visit the Senate or House pages.
The over-arching obstacle all delegates will face is the fundamental idea of checks and balances.
Each of the bills proposed and accepted in one chamber of Congress will automatically be transferred to the other chamber to be approved.
If the bill is not approved, the bill is dead. If the bill gets approved, it will enter the Cabinet's desk, where the Members of the Cabinet can decide to veto the bill or sign it into a law.
A presidential veto can be vetoed only if 2/3 of each chamber of Congress votes to nullify the President's veto.
Through the congressional elections, members of Congress will also have to remain loyal to their Issues of Importance or risk not being reelected.
GovSim will utilize two free softwares:
Discord: this app will work as the video-chat service for the conference. It allows for the organization of smaller groups inside of larger discussion groups.
Google Docs: this software is necessary to work on draft bills and edit proposed bills. It also facilitates the usage of amendments and sharing documents.
