The resistance movement evolves along a three-phase continuum known as the phases of resistance. Current SF field manuals still define the resistance in terms of three phases as does Mao's classic discussion of guerrilla warfare. Mao would consider the resistance as a subcatagory of guerrilla warfare and Army Special Forces considers guerrilla warfare a phase that a resistance usually goes through. But not always.
PHASE ONE (Latent Phase) corresponds to the tactics of passive resistance. This is the kind of stuff that is considered non-violent and within the boundaries of the local legal system's method(s) for addressing the ruling structure for a redress of grievances.
Organization is the name of the game in Phase One. Grassroots communication, outreach and organization. Forming political organizations that attack the State with local ballot proposals. Moving into the political structure with resistance representation. Changing the State from within using legal and non-kinetic means.
At the same time, the resistance has to be organizing the infrastructure necessary to take the movement into phase two, if necessary. Think in terms of organizing the political operations to become functional components of a phase two resistance organization should the need arise. Identify people and jobs and functions that will be able to become a cog in the machinery of one of the three components of a resistance movement: the auxiliary, the underground, and the G-force (guerrillas).
Here is a bullet list of the kinds of activities that specifically need to take place in Phase One for the resistance to thrive and survive:
Recruit, organize, and train cadre.
Infiltrate key government organizations and civilian groups.
Establish cellular intelligence, operational, and support networks.
Organize and develop cooperative relationships with legitimate political action groups, youth groups, trade unions, and other front organizations. This approach develops popular support for later political and military activities.
Solicit and obtain funds.
Develop sources for external support.
Phase Two is the active phase.
PHASE TWO (Guerrilla War Phase). When it becomes clear that the changes sought can't be attained through non-kinetic means, the resistance must transition from passive to active resistance. This is when the guns and bombs and violence come into play.
The objective in Phase Two is to degrade the government's security apparatus (the military and police elements of national power) to the point where the government it susceptible to defeat.
A campaign of guerrilla attacks and sabotage degrade the government's military and police forces. Subversive activities continue to build and maintain support from the population. Proinsurgency radio broadcasts, newspapers, and pamphlets (PSYOP) openly challenge the control and legitimacy of established authority.
In Phase Two, the guerrillas need to gather forces, communicate and coordinate operations, conduct training, receive logistics, rest and hide after operations, and plan future operations. The need for intelligence collection and security increases greatly in Phase Two. As the guerrillas grow in size and strength, so must the clandestine support mechanisms from the population.
Probably the most important component in this picture--both for the State under siege and the resistance movement as well--is the general population.
The apathy or favoritism towards the resistance by the population, a large majority of the population, is absolutely essential to the survival of the resistance. If this isn't present, the resistance movement will fail. Period. End of subject.
Here's a piece of good advice to any group contemplating resistance against established authority: Do not conduct yourselves like terrorists, using the general population for bomb practice in order to terrorize them into cowing acceptance of your "legitimacy" to succeed the current State apparatus and replace it.
The resistance needs the support of the population. Do not alienate them in any way, shape, or form.
PHASE THREE (War of Movement).
Leading into the final days of phase two and all the way through phase three, the guerrillas will transition in size and organization to bona fide conventional infantry units. The guerrilla numbers are numerically equal to or superior to the size of the State's military/police units.
The guerrilla army is no longer hitting and getting. It is chasing, fixing, and destroying the enemy State all over the contested territory. The guerrillas are now focusing on the goal of all conventional warfare: taking ground and keeping it.
The goal of the resistance movement in Phase Three is to bring about the total collapse of the established government through military and internal actions or to force the withdrawal of an occupying power. The resistance forces must position itself to defeat the government or occupying power.
As the resistance gains control over the country, the leadership becomes responsible for the population, resources, and territory under its control.
The resistance must:
establish an effective civil administration.
establish an effective military organization.
provide balanced social and economic development.
mobilize the population to support the resistance organization.
protect the population from hostile actions.
Ideally, during Phase Three the general population as a whole will rise up in open insurrection and attack the government or occupying force alongside the resistance. When this happens, the government or occupying force is finished. When the majority of the population militantly refuses to consent to the governing authority, it's over.
As an intellectual exercise, examine current events in America today. Are there any groups operating visibly which have engaged in the particulars listed in Phase One and Phase Two?
Absolutely this is going on in current events. The Democrat Party and all their radical fellow travellers are conducting an communist insurgency in America. Have they infiltrated key government organizations and civilian groups? Check. Have they developed cooperative relationships with political action groups, youth groups, trade unions, and other front organizations? Check. Are they actively soliciting and obtaining funds to maintain operations? Check. Have they developed sources of external support? Check.
The communist insurgents of the Democrat Party are now engaging in Phase Two activities. They're deploying guerrilla forces to attack police and government forces with and they're actively seeking to degrade government authority and legitimacy through the use of violence and terrorism.
This democrat communist phenomenon is definitely an insurgency but it is not a resistance movement. The key difference here is that the general population of America is not sided with the insurgents. Americans by and large do not want to become communists and do not support the goals of these radicals.
Without superior outside support, this democrat insurgency will be an exercise in futility. The alarming thing is -- THEY DO HAVE THAT SUPPORT. They've allied themselves with global big money (Soros), a sponsoring superpower (Communist China) and with other insurgent networks (radical Islam and South American drug cartels). So, even without superior popular support, they could still achieve their goal of transforming the US into a communist collective.
Think about that.
