Yes, but it is location sensitive. You have to be on one of the two planets where you can actually get the Thorium charges, on any other planet, you end up with a useless blank grenade item in your inventory. Either go to the Khoonda Plains area on Dantooine or the Korriban Academy on Korriban and enter the following cheat:
I have noticed this omission before and never understood it. I know once I get the thorium charges I can add to them but sometimes like when you land on Dxun and maybe don't have them yet for the first Mandalorian cache you come across it might be helpful

Hey TK if I did just throw the uti in the override would that cause the thorium charges to show up randomly in places (ie. footlockers and other placeables) or would that require scripting them to just certain ones?
I've played through the game once, now playing it again. The merchant on Dant. didn't offer me the thorium, and I didn't know how to get it -- already finished Dant. so don't want to replay it a 3rd time. I really want to see both the locked room on Korriban as well as the cache on Duxn, so I crave an extra set of charges. Any way to hack a saved game with KSE so I can get an extra set? Maybe reopen the dialog with the Dant. guy?
If you look through your inventory with the newest KSE program, it should show them (if you haven't used the first set yet) and you just change the quantity. If you have, I think the item is pl_thorium, but I don't think you can add them with the editor.
I went thru the Sith Academy to get the charges. Before using them on Uthar's door, I saved and doubled the quantity pl_thorium. The charges appeared in the inventory just below the other plot item, the sonic imprint sensor, quantity two. However, after using one of the charges on the door, there were NO Thorium charges in the inventory
When you reach the terminal enter as a new recruit. Then select the student ID number 3401726-B853S5O0X001. Now, grant yourself access to the course materials and the doorway that leads to the north western passage (from the middle of the academy) will open up. Travelling to this area is necessary because you will receive thorium charges needed to open the locked door at the very west of the academy. Thorium charges can also be used to blow open the weapons cache in the woods outside of the Mandalorian outpost. Read the working computer console in this area to gain knowledge needed to pass the written test.
Return to the training console and enter these answers to pass the test:
The door to the Library in the upper left wall of the academy's hub is now open, within which you'll find another computer panel, and the thorium charges needed to open the Sealed Door at the left end of the academy.
You can find thorium charges in a military locker at the back of the Library. There's a Sith holocron by the back wall opposite the now open door. If Darth Revan wasn't redeemed, then a hologram is displayed:
