Set the oven to 400°F. Grease a 9-inch pie dish.
Sauté onion in a skillet for about 3 minutes. Add ground beef and cook until browned. Drain excess fat and season with salt, black pepper, and garlic powder.
Spread the cooked beef mixture evenly in the pie dish. Sprinkle the top with shredded cheddar cheese.
Whisk together Bisquick (or the flour mixture), whole milk, and eggs in a bowl until smooth.
Pour the batter evenly over the beef and cheese in the pie dish. Bake the pie uncovered in the preheated oven for 20–25 minutes until the top is golden and the center is set.
Allow the pie to rest for 5 minutes before slicing. Serve warm with a side of salad, pickles, or ketchup.
For a crispier top, you can broil the pie for the last 1–2 minutes of baking.
