Create state-level leadership to drive this educational reform

• Create a senior-level position in the Governor's Office that will have the power to develop policy, create standards, and coordinate efforts across agencies. 

• Create a coordinating council to advise, implement and oversee language and language-related policies.  

• Elevate the position of state supervisor for world language education in Virginia Department of Education.

Increase public buy-in and support for language education reform

• Demonstrate the valuable economic contributions of multilingualism and fluency in different languages. 

• Ensure that the needs of limited English Proficient speakers are met.

• Promote the advantages of fluency in two or more languages  in business, STEM/STEAM, health care, social services, legal, etc.

• Recognize multilingual success stories: leaders who champion and use multilingual skills.

• Organize events that promote and advance multilingualism and multiculturalism.

Forge partnerships and encourage collaboration 

• Document the need for multilingual employees.

• Collaborate with human resource organizations to identify and emphasize bilingual requirements on job announcements.

• Recognize  advocates  of bilingualism and intercultural competence.

Increase language access for all learners and ensure equity.

• Implement equitable language access across state and local government agencies.

• Develop language access plans for all government agencies or departments that serve the public: health and human services, judicial, law enforcement, corrections, economic development, environment, transportation, etc.

• Create the position of  Director for Language Access in the Office of Human Rights or the Commonwealth equivalent.

• Appoint a Language Access Coordinator and a Language Access Council among the disparate Virginia agencies to collect and analyze world languages data points.
