I have an older laptop with a Haswell CPU. On windows I can use Intel quicksync hardware acceleration for encode/decode in premiere, davinci, obs, etc. On Linux (RHEL, Fedora, Zorin) I can't. I have tried for a week to find a driver to allow it. I did find an OpenCL driver, Beignet, so I have that now working and a lower 3.x version of OpenGL. But no Intel quicksync on haswell. I guess NEO isn't the one.
