Germán Dugarte Peña, Ph.D. holds a Ph.D. and M.Sc. in Computer Science and Technology from Universidad Carlos III de Madrid and a B.Sc. in Systems Engineering from the Universidad de Los Andes (Venezuela). He currently serves as Dean of Faculty and Assistant Director at IES Abroad Madrid, where he oversees more than 80 faculty, 30 staff, and 500 students per semester across three academic programs.
Previously, he was Associate Professor at Universidad Francisco de Vitoria and Assistant Professor at Universidad Carlos III de Madrid, and has held international research appointments as a Visiting Scholar at Carnegie Mellon University (USA) and Østfold University College (Norway).
His research interests include software engineering, digital transformation, knowledge management, organizational strategy, systems thinking, and system dynamics, with more than 20 peer-reviewed publications and participation in internationally funded projects (NSF, ITEA3, IRSST, IBM).
He is also General Secretary of the Latin-American School of Systems Thinking and Design (ELAPDIS) and has served as academic advisor to the Iberoamerican Congress on Systemic Solutions for Organizational Transformation (CISSTO).
