Dr. Lan leads CEI with over a decade of experience in public sector innovation, startup ecosystem building, and youth empowerment across Southeast Asia. Before joining Fulbright, she served as the Head of Innovation and Startup at the Ministry of Science and Technology (MOST), where she led Vietnam’s National Startup and Innovation Program (ISEV). Her work laid the foundation for the country’s vibrant startup ecosystem today.
At FIB 2025, Dr. Lan brings systems thinking and policy insight to help students understand the real-world context of innovation. She is passionate about helping young people turn their creativity into impact.

Mr. Huy Pham is an enthusiastic leader driven by innovation and community development, with 8+ years of experience in corporate innovation, startup acceleration, innovation management, and cross-border businesses with roles at MindX Technology School, Pizza 4P's, Viet Thai International, and VIISA Accelerator.
Ms. Nguyen Vi Hoa
Ms. Nguyen Vi Hoa
Ms. Hoa Nguyen is a problem-solver with in-depth knowledge and advanced skills in product development & project management at different organizations, specifically in start-ups, SMEs, and NPOs. Joining the Center for Entrepreneurship and Innovation (CEI), Hoa designs and leads several initiatives in the center’s 3 key pillars, with a particular focus on entrepreneurship and social innovation.
With a special interest in personal development, Hoa has been putting in ceaseless efforts to unlock and maximize her potential since she was a student at Foreign Trade University Hanoi. In her 4 years of diverse experience, Hoa has contributed meaningful values to building go-to-market strategy and customer experience, stakeholder management, event coordination, and system coordination.
Hoa held a key management position in different programs and organizations, namely: Fulbright Venture Fellows Program 2022 and FTU Human Resources Club (HRC). She was the Program Manager for SEO-Vietnam CAREER CONFERENCE 2019 – a recruitment event that connected 60+ top-notch companies & 2000+ high-profile young professionals. Besides, she is also the producer for “Podcast 25 phút” – an insightful career podcast series for Vietnamese youth.
Outside of work, Hoa enjoys playing musical instruments, dancing, outdoor activities, art, and culture, and holds a special interest in Hip-hop culture.
Ms. Le Nguyen Phuong Linh
Ms. Le Nguyen Phuong Linh
Ms. Linh Le is a results-driven professional, bringing a diverse skill set that spans operations, project management, and international trade law. Currently serving as the Operations Officer of the Center for Entrepreneurship and Innovation (CEI) at Fulbright University Vietnam, Linh oversees finance and legal management, while also contributing to program and project design for the Center. Her responsibilities include managing the operational budget, conducting financial analysis, and ensuring compliance with legal requirements. Linh is actively engaged with FUV’s students, offering mentorship, and collaborates with the CEI team to orchestrate impactful training programs and community events.
Linh’s dedication to fostering a dynamic and innovative environment is evident in her hands-on approach, honed during her tenure as a Lab Assistant at the UNDP Accelerator Lab in Viet Nam. This experience positions her as a strategic thinker capable of driving successful project implementation. With four years of diverse experience and a unique blend of legal and business expertise, supported by a Certificate in Lawyer Training and a Bachelor of Law in International Trade and Business Law, Linh is well-equipped to navigate complex challenges and contribute effectively to the success of CEI’s initiatives.
