This Interim Guidance is intended for field coordinators, site managers and public health personnel, as well as national and local governments and the wider humanitarian community working in humanitarian situations at food distribution sites, who are involved in the decision making and implementation of multi-sectorial COVID-19 outbreak readiness and response activities – the Guidance is therefore relevant for all Humanitarian Clusters and their partners.

Introduction

Targeting aims to identify geographic areas and populations most in need in order to enable provision of timely and relevant assistance. Prioritization among targeted populations is often required due to resource constraints. A targeting system cuts across the entire programme cycle, from context analysis and needs assessments, through programme design and implementation, to monitoring and evaluation. If successful, the system will minimize unintentional distribution of assistance to non-vulnerable households/individuals (inclusion errors) and ensure that households in need of assistance are not excluded from assistance (exclusion error).

The cost of the attempt to contain a highly contagious disease

A novel coronavirus disease (COVID-19) emerged in China at the end of December 2019. By today, there are more than 115 000 confirmed cases in 110 countries, including some in which WFP operates. While the crude fatality rate is currently at 3.5%, people aged over 60 years and those with pre-existing health conditions are at highest risk for severe disease and death. There is currently no vaccine or treatment for COVID-19.
