Install the "what3words" app. When opened it will show you a blue dot for your position and the 3 words at the top of the screen are accurate (to the 3 metre square) where you are. The Emergency Service will ask you for the words.

All smartphones can make emergency calls independently of a SIM card via any available system.
If you have a signal for your provider, most smartphones with operating systems higher than IOS10 or Android 9, can automatically activate GPS and text the GPS coordinates to provide accurate location information to Emergency Services by SMS.
