I upgraded from Visual Studio 2017 to 2022. For Crystal reports, I continue to develop them in 2017. Then I copy the reports from my 2017 folder into the 2022 folder. The new/modified reports developed in 2017 work fine in 2022. I do have crystal NuGet package version 13.04.001 installed in my VS 2022 version.

Only the latest edition of crystal reports is available for download from the official site. Just click on the following link. The latest version available is SP33 and it runs on all editions of visual studio starting from Visual Studio 2015 up to 2019.

I was running into this exact issue on a build server used by many projects that target multiple versions of crystal reports. I ended up removing the xml file from the .net 2.0 redist folder and now the builds can all target what they want.
