Flor Ortiz received the B.Sc. degree in Telecommunications Engineering and the M.Sc. degree in Electrical and Electronic Engineering (Telecommunications) from UNAM, Mexico, and the Ph.D. degree (International Mention) in Telecommunication Engineering from Universidad Politécnica de Madrid (UPM), Spain, in 2021. During her Ph.D., she was a Visiting Researcher at the University of Bologna, Italy.
She is currently a Senior R&T Scientist at the Luxembourg Institute of Science and Technology (LIST) within the Distributed & Intelligent Connectivity (DISCO) unit. Previously, she was a Research Scientist at the University of Luxembourg (SnT), where she founded and led the TeleComAI-Lab, the first AI-driven telecommunications research laboratory at SnT.
Her research focuses on 6G systems, non-terrestrial networks (NTN), satellite–terrestrial integration, and AI-driven wireless communications, with particular emphasis on neuromorphic computing and energy-efficient onboard processing. She has secured over €4M in competitive research funding as PI and Co-PI in projects funded by ESA and FNR, and actively supervises PhD researchers while collaborating with industry partners to advance intelligent satellite and next-generation communication technologies.
