Flor Ortiz received the B.S. degree in telecommunications engineering and the M.S. degree in electrical engineering-telecommunications from Universidad Nacional Autónoma de México (UNAM), Mexico City, Mexico, in 2015 and 2016, respectively, and the Ph.D. degree in telecommunication engineering from Universidad Politecnica de Madrid (UPM), Madrid, Spain, in September 2021. During the Ph.D. studies, she performed a research period with the University of Bologna, Bologna, Italy. She started a close collaboration between UPM and the University of Bologna, opening a new research line for both groups on applying machine learning for radio resource management. She joined as a Research Associate with the Interdisciplinary Centre for Security, Reliability, and Trust (SnT), University of Luxembourg.
Currently, she works as a Research Scientist with extensive expertise in 6G communication systems, satellite-terrestrial network integration, AI-driven network optimization, and non-terrestrial networks (NTN). Proven track record in research project acquisition and management, leading teams of researchers, and mentoring PhD students. Her research integrates AI/ML, neuromorphic computing, and optimization techniques for next-generation wireless communications, including non-terrestrial and terrestrial networks. I have collaborated with industry partners and secured major funding from organizations such as ESA and FNR, and I am committed to advancing 6G and space communication technologies.
