Where to start in thinking about a character?
Start with a job: What is your characters job at the embassy? Who would be an interesting Fairy Tale person to fill that job? (i.e. Cinderella on the domestic staff)
Start with a tale: What would a given Fairy Tale character be like in the modern age? (i.e. The Pied Piper in a city with all those rat posters)
Start with a faction: What are some fun examples of a faction type? (i.e. What would be a new take on a vampire in Chicago?)
Start with a blessing or curse: How would a particular blessing or curse make a modern life weird? (i.e. Someone who changes into a goose and hangs out on the museum campus)
Start with a friend: Do things in pairs. (i.e. rival reporters from back home, destined lovers each on the run from an arranged marriage)
Some character questions
Where is your character from? (a small village in Faerie? The great royal city of the Märchmark? Deep, dark woods?)
What does your character do? (What is their job? How do they succeed at it? What job do they want?)
Does your character have family back in their realm? (an old mother on the farm? A rival brother who usurped the duchy? A promised sweetheart?)
What is your relationship with unplotted people? (Are they deeply weird? Useful tools? Dangerous enemies? Does your character have a grudge? A lover?)
What tale(s) is your character based on? (pick from any fairy tale anywhere, but your character isn't that specific one, but tropes and motifs come up again and again)
Are you related in some way to any famous fairy tale character? (How do you feel about their tragic end? What details do you know? Is there mystery?)
