You could buy new cars, but you'll get so many cars for free just leveling up that it's worth saving up for a while especially if you can save up to buy the house that lets you fast travel more places.

Blueprints are probably best left until you're a bit further into the game and better at it and understand the cars more as designs are more about game life-extending or XP grinding. The seasons change through as you rank during the tutorial, yes you're still in the tutorial until you unlock summer.
