○ Carts must park only in designated locations (signs to be posted soon).

Far Echo Harbor Club (FEHC) Board of Directors, President
The President of the FEHC Board of Directors serves as the leader and primary representative of FEHC. This role is responsible for overseeing the Board’s activities, ensuring the smooth operation of the Association, and fostering a positive and collaborative community environment. The President sets the vision for the Association and ensures compliance with bylaws, policies, and applicable laws.
Leadership and Governance:
Act as the chief executive officer of the Association, providing direction and leadership to the Board and the community.
Preside over all Board meetings, ensuring they are conducted efficiently and in accordance with Association bylaws. Plan an agenda for each meeting, and send to the BOD at least 2 weeks in advance of the meeting.
Serve as the primary decision-maker in cases requiring immediate action between Board meetings, within the scope of authority.
Strategic Planning:
Collaborate with the Board to establish and implement long-term goals and priorities for the community. Encourage each board member to seek out a mentor at least a year prior to their term ending, or be prepared to mentor new board members
Monitor progress on key initiatives and ensure alignment with the Association’s mission and values, and that projects move forward in a timely fashion
Communication and Representation:
Serve as the primary spokesperson for the Association in communications with residents, contractors, local government, and other stakeholders, or make a clear delegation to another board member.
Create a detailed list for both the spring and fall cleanup of what is to be addressed, how many people are needed, what tools are required, and a timeline to completion
Communicate Association policies, updates, and decisions effectively to residents through meetings, newsletters, or other channels.
Collaboration and Oversight:
Work closely with Board members, committees, and staff to delegate tasks and ensure effective execution of projects.
Oversee the performance of contractors, vendors, and service providers engaged by the Association.
Keep detailed records of larger scale community updates/improvements.
Conflict Resolution:
Mediate disputes among residents or between residents and the Association, ensuring fair and transparent resolution in accordance with bylaws.

Collaborate with the Treasurer and Board to approve budgets, manage finances, and ensure fiscal responsibility.
Authorize expenditures as outlined in the Association’s financial policies.

The Vice President of the Board plays a leadership role in supporting the overall operations, governance, and strategic direction of the community. The Vice President assists in making critical decisions, ensuring the smooth functioning of the Association, and addressing the needs of the community.
Board Leadership & Support:
Collaborate with the Board President to ensure the effective governance of the Association and its committees.
Step in as Acting President when the President is unavailable or absent, ensuring continuity in leadership.
Assist in setting the agenda for Board meetings and ensure key topics are addressed.
Support the President in carrying out Board decisions and ensure implementation of strategic goals.
Manage special projects as assigned by the President.
Community Relations:
Foster positive relationships with homeowners and the community at large, acting as a point of contact for concerns or inquiries.
Work with the Board to resolve community issues, disputes, or complaints in a fair and timely manner.
Support communication efforts, such as newsletters, notices, and other methods to keep homeowners informed of Association matters.
Manage opening and closing of the beach bathroom and arrange for additional porta potties for community events.
Strategic Planning & Oversight:
Contribute to the development and execution of the Association’s short- and long-term strategic goals.
Help monitor the implementation of Board decisions and policies.
Collaborate with other Board members in managing the Association’s budget, ensuring financial stability, and recommending improvements or adjustments.

Meeting Management:
Prepare and distribute agendas for Board meetings in collaboration with the President and other Board members
Attend all Board meetings and record accurate meeting minutes, including decisions, actions, and attendance
Ensure the timely distribution of meeting minutes to Board members and homeowners, as appropriate
Record Keeping:
Maintain accurate and organized records of Association documents, including meeting minutes, correspondence, bylaws, policies, and resolutions
Ensure compliance with state and local regulations regarding record retention and accessibility
Communication:
Serve as the primary point of contact for official Association correspondence
Draft and distribute letters, notices, and announcements to homeowners as directed by the Board

Manage income and expenses, ensuring accurate tracking and proper allocation of funds.
Budget Development and Oversight:
Collaborate with the Board to create an annual budget that aligns with the Association’s goals and responsibilities. Present financial report to property owners in support of the annual budget at the Annual Meeting.
Monitor adherence to the approved budget and recommend adjustments as needed.

The Dock Master is responsible for overseeing the management and maintenance of the community’s docks and waterfront areas. This role ensures that these shared amenities are safe, clean, and accessible, while promoting adherence to Association policies and fostering a positive experience for residents.
Dock Operations and Management:
Oversee the day-to-day use of the docks, including boat slip assignments and access control.
Maintain an accurate log of boat registrations, slip rentals, and resident usage.
Ensure compliance with Association regulations and any waterway laws.
Safety and Maintenance:
Conduct regular inspections of docks and related facilities to identify and address maintenance needs.
Coordinate repairs or maintenance with contractors or volunteers as needed.
Ensure safety equipment, such as signage, is present, functional, and up to date.
Policy Enforcement:
Enforce Association rules and guidelines related to dock and waterfront use, including safety protocols and environmental considerations.
Address resident concerns or violations in a professional and timely manner.

FEHC Rules, Regulations, Safety and Common Courtesy Guidelines
Below are the Rules and Regula1ons concerning the use of Associa1on Common property known as Far Echo Harbor Club which have been adopted by the members of this Association on on Aug. 16, 2025. They are intended to maintain health, safety, aesthe1cs, and property values. It is the responsibility of every member and their guests to follow and enforce these rules and regula9ons. Board members are available for support and guidance when needed.
*(Note: If any of these Rules, Regula1ons or guidelines conflict with the FEHC Associa1on Bylaws, the Bylaws prevail as the current FEHC Bylaws is the governing document.)
Vehicle Rules and Regulation
1. 10 MPH Maximum throughout Far Echo Harbor club areas.
2. There is no parking for any vehicle in the beach area or along the beach road.
3. No vehicle under motorized power on the Deer Path, beach area or in the picnic groves, except as listed in #4.
4. Snowmobiles on the Deer path and roads are restricted to 10 MPH.
5. Golfcarts:
a. A liability waiver must be filed with the Executive Committee and a FEHC sticker will be purchased for a nominal fee prior to accessing all FEHC roads.
b. Golf carts may be used on FEHC private roads and cross the Deer Path from Crest to Kingswood.
c. After unloading at the beach, Golf carts may be parked on the north end (by the Fishing Jetty) of the grove as space allows. If a community member communicates an ADA qualifying condition to the Executive Committee, they may park next to the bike rack as space allows. Carts cannot drive across the Grove.
Swimming & Beach & Groves Rules and Regulations
1. The Use of the Beach and Groves are for owners and their guests/renters only.
2. No lifeguard on duty, swimming is at your own risk.
3. Small children must have supervision in the beach area.
4. NO diving from the swim float. No overcrowding, horseplay, or rocking on the swim float.
5. NO GLASS CONTAINERS are permitted on the Beach or in the Groves.
6. All trash and garbage are to be removed from the Beach and picnic areas.
7. No smoking or vaping on the Beach or in the Groves.
8. No boats, canoes, paddle boards or kayaks in the swimming area.
9. No removing rocks from the walls or jetties.
10. Fireworks are not permitted on the Beach, Groves or any FEHC Common Areas.
11. Fill in all holes when leaving the Beach for the day.
12. No feeding the waterfowl; they carry rash-producing viruses.
Non-Motorized Boat Rules and Regulations
1. Racks for SMALL BOATS WITHOUT POWER are available on a first-come-first-serve basis on the racks at the south end of the beach in the boat launch area. Sailboat storage shall be considered on a case-by-case basis. Watercraft must display the owner's name and contact information to use the racks. Non-conforming boats will be removed.
2. Boats left on the beach or blocking access to the launch area or racks will be removed.
Docks
1. NO WAKE zone 150’ from docks and swim area. Use headway speed (6 mph) when entering or leaving the dock area.
2. No swimming or diving in the dock area
3. SLIPS ARE RESTRICTED to boats less than 23’ total overall length and less than 4,000 lbs. in weight. Refer to the Bylaws for further clarification.
4. There is a two-hour parking time limit at the visitor docking slip.
Dogs and Pets
1. Owners are responsible for the action of their pets or their guests/renter’s pets. Pets that cause damage to private or common property or attack other pets or people will be grounds for immediate removal of the pet. The Owner is financially responsible for any damages or medical bills caused by their pet or renter’s pet’s actions.
2. All pets must be current on licensing and vaccinations.
3. No dogs are allowed on the beach.
4. All pet waste must be removed immediately and disposed of properly.
5. All pets must always be on a leash or under their owner’s control. Small children walking dogs must be under adult supervision.
Fishing
1. NO FISHING from the beach, swimming float, south jetty or along common waterfront.
2. Fishing is permitted, at your own risk, off the Jetty on the north side of the slip area, casting away from the boats and dock area.
Other General Rules and Guidelines
1. All valid towns, state and federal laws, zoning ordinances and regulations of all governmental bodies having jurisdiction thereof shall be observed. Therefore:
a. Each lot owner shall be obligated to maintain and keep in good order and repair his own lot.
b. All new construction and remodeling require permits and must conform to all applicable Town of Moultonborough and State of New Hampshire laws and regulations.
2. No trailers, mobile homes, recreational vehicles, tents or temporary structures of any kind or nature shall be used as temporary or permanent housing. Lot Owners or guests of a Lot owner shall be allowed to park such a vehicle or structure on a lot owner's property as long as it is not being used for housing, unless special circumstances prevail.
3. Courtesy quiet hours in the community are 12 Midnight to 6 am.
4. Commercial overnight, public camping, and/or rental use of the Association Common Property for such purposes shall be prohibited.
5. No part of the Association Common Property and no building or structure placed thereon shall be used in the conduct or carrying on of any trade, business, profession, or occupation of any kind.
6. No loudspeakers or any other loud call system are permitted on Association Common Property except for Association sponsored functions or social occasions.
7. No billboards or signs shall be permitted on the Association Common Property except for those signs sponsored by the Association.

Once done, they go back out with canoe and dismantle

After the last annual meeting, there was discontent that there was no rental language in our rules. But the committee couldn’t agree on language and how it would be enforced.

Park Lane Matter legal update – no change since recent Informational meeting; Superior Court ruling was in favor of the defendant, and plaintiff has filed appeal to the NH Supreme Court; timing for the hearing is not yet determined; Member request made to be informed of schedule information once established to allow for public (member) access to hear oral arguments
Website Overview - Information regarding BOD duties, Website development & access, contractor list, and general information available through the website
Question raised regarding Far Echo related Facebook account continuing, and clarity was provided that the Facebook account is not controlled by the Association, and it is a private account maintained and administered by a member who continues on their own accord to allow member access as a courtesy and convenience for the community
Further development for elements of the website will continue, and expectation-leveling in context of volunteer effort and learning curve perspective provided
Treasurer / Nominating Committee report from Brad
FY25 budget versus actual was reviewed; Finances are in good shape, and 100% of Membership in good standing
Presented and discussed FY26 Budget; lengthy discussion on drainage related work required and the approach for funding
Assessment work done using robotic camera to determine condition of existing buried metal corrugate rain run-off drain lines; several areas where the bottom of the drain line has fully dissolved; no member objection regarding need for remediation
Multiple motions made & discussed for funding since preliminary $75k cost estimates exceed current and projected available reserves; different suggestions were offered, including phased funding and execution approach, a fully funded commitment that would necessitate a special assessment, or an option that would reallocate existing earmarked reserves
After lengthy discussions, the following motion was approved to address the drainage project funding: Replace approximately 400 feet of corroded 24 inch steel drainage pipe and structures existing in the Grove, across Far Echo Road and up the Deer Path which is estimated to cost up to $75,000.00; $42,000 was approved as part of the proposed FY26 budget, with $7,200 (rounded) from Line Item 910 and $35,000 from Homeowner Expected Reserve
This funding arrangement is expected to provide a path forward enabling refined planning & vendor contracting activity, as well as initiation of physical repair work; it is anticipated that a point will be reached where additional contract commitments will be required, and at such time as further clarity on projected costs become available, the Board and Membership agreed to accept a call for a Special Membership Meeting as required to determine method for further funding
Addition of a budget line item for discretionary fund, managed in accordance with the By-Laws, was presented and discussed, and ultimately agreed with the approval of the FY 26 Budget
Homeowner dues will be $650 for FY26, or $550 if Member payment to the Treasurer is received before November 1, 2025

1. Appreciation noted for ample Community assistance during the past Winter
2. Docks are in reasonably good shape with no significant repairs needed, however metal ice barriers that were installed by Winnipesaukee Marine in 2004 are in need of repair (not sure they’re still in business); Matt will have Ambrose assess & provide recommendation
3. Indicated there is a need to contact the local Moultonborough electrician; talked about the timed rotation of the switches for the circulators due to a still unresolved load issue
