My consulting work leverages quantitative methods and policy analysis to support governments and international institutions in designing and evaluating fiscal, financial, and development-oriented public policies. Projects have included policy evaluation and strategic design, fiscal sustainability reforms, public debt restructuring, and infrastructure and public asset finance. I also design and organize training programs and seminars for public institutions, focusing on capacity building and innovation in policy and financial analysis.
An Evaluation of a Program of Economic Incentives for Formalizing Paid Domestic Work (Inter American Development Bank, USA, 2023)
Evaluated the impact of programs aimed at incentivizing labor formalization, including a cost-benefit analysis.
Applied difference-in-differences methods using microdata from Argentina’s Permanent Household Survey and National Household Expenditure Survey.
Produced an academic paper for the Inter-American Development Bank Working Paper Series and develop a publicly available R script documenting the full empirical analysis.
Debt Sustainability Plan for Buenos Aires Province (Ministry of Economy, Argentina, 2019)
Led the design of plan aimed at achieving fiscal sustainability by balancing economic growth with budgetary discipline for Buenos Aires Province.
Developed public debt simulation models under macro-financial scenarios and financial uncertainty.
Evaluated financial instruments, such as REPOs, swaps, and dual currency bonds, to assess financial implications under various macroeconomic scenarios.
Outlined the restructuring process for provincial defaulted debt.
Evaluated long-term compliance with Argentinian and provincial financial and fiscal regulation.
A Market Maker Program for Subnational Bond Market Liquidity (Ministry of Economy, Argentina, 2019)
Prepared a policy report on the subnational bond market in Latin America, which included:
Evaluation of liquidity levels, trading volumes, and key market participants.
Analysis of the impact of liquidity risk on market stability.
Research on best practices and successful market-making models in comparable bond markets across the region.
Developed a policy proposal to introduce market makers—private financial institutions providing liquidity for provincial bonds—including the roles, responsibilities, and participation conditions.
Public-Private Partnerships: Financial Modeling and Project Valuation (Ministry of Energy, Argentina, 2018)
Evaluated energy infrastructure projects under public-private partnerships (PPPs), analyzing projected revenues, costs, and cash flows throughout the project lifecycle.
Prepared a policy report with findings and recommendations for implementing PPP projects in Argentina under the new Law 27328.
Collaborated to design the tax regulation for PPP projects, ensuring sound fiscal and financial management.
Restructuring Energy Subsidy Bonds (Ministry of Energy, Argentina, 2018)
Analyzed the financial status, repayment terms, and fiscal impact of energy subsidy bonds.
Evaluated restructuring options considering debt viability, repayment capacity, privatization of energy assets, and alignment with government financial goals.
Conducted financial valuations of state-owned energy assets to estimate their market value.
Collaborated with financial experts to develop a restructuring plan considering legal, investor, and market factors.
Prepared a recommendation report with the restructuring terms and repayment schedule .

Examined teacher income distribution across provinces considering local inflation indices, income percentiles, and identified vulnerable groups.

Plan for Inclusive Territorial Development (Ministry of Economy, Buenos Aires Province, 2013)
Collaborated with experts to design a territorial development plan focused on regional economic inclusivity and demographics within Buenos Aires Province.
Collected and consolidated data on households, economic activities, and demographic and development indicators across regions.
Analyzed diverse production indicators based on value chains and value-added from agricultural to industrial products, as well as job creation, to identify disparities and developmental challenges, providing insights on regional potential.
