WHY Can't the council just say no?

We are often frustrated with councils for allowing developments that seemingly the majority of local residents don't want. 

This is an interesting facebook article by Cllr Richard Young, who explains how the law does not allow councils to refuse planning unless they can legally defend that refusal on material grounds in front of a planning inspector.
