Progress — Firewise USA Recognition

🎉 Recognition Achieved

Emerald Heights HOA has completed all requirements and is now an officially recognized Firewise USA community. The steps below reflect our completed journey.

Step 1 — Form a Firewise Committee ✅ Completed A committee of Emerald Heights homeowners was established in December of 2023 to lead the community's wildfire risk reduction efforts.

Step 2 — Conduct a Wildfire Risk Assessment ✅ Completed We completed a comprehensive risk assessment of the community in partnership with CAL FIRE and the Fire Safe Council of Southwest Escondido. The assessment examined building construction, landscaping practices, brush management, and evacuation routes. It incorporated resident survey data and a bi-annual landscape review conducted by Dudek.

Step 3 — Develop a Three-Year Action Plan ✅ Completed A multi-year action plan was developed from the risk assessment findings, identifying priority mitigation goals for the community over the coming years.

Step 4 — Conduct Annual Educational Outreach ✅ Completed Annual education events were held, open to all Emerald Heights residents, covering wildfire preparedness, home hardening, and defensible space requirements.

Step 5 — Meet Volunteer Hour Requirements ✅ Completed Emerald Heights met the NFPA requirement of 691 or more verified volunteer hours invested in fire safety activities for the year.

Step 6 — Apply for and Receive Recognition ✅ Completed Our completed application was submitted to the NFPA and approved. Emerald Heights HOA is now an officially recognized Firewise USA community. 

Recognition is renewed annually. All requirements must be maintained each year to keep our active status.

Update from Chair (5/30/2026)

I'm proud to share that Emerald Heights is now an officially recognized Firewise USA® community, certified by the National Fire Protection Association (NFPA). This recognition is the result of a sustained, community-wide effort — and it directly benefits every homeowner here by qualifying our residents for mandatory wildfire insurance discounts under California's Safer from Wildfires regulation. Thank you to everyone who has contributed to getting us here.

Recognition is not a finish line. To keep our status active and continue strengthening our community's wildfire resilience, the Fire Safety Committee is focused on the following priorities in the months ahead:

Educational event this September. We are organizing a community educational event for September focused on wildfire preparedness, home hardening, and defensible space. This event supports both our residents' safety and our annual Firewise recognition requirements. Details on date, location, and topics will be shared as planning progresses — we encourage every household to attend.

Advancing our action plan. The Committee is actively working through the items identified in our multi-year community action plan. These are the concrete, prioritized steps that came out of our wildfire risk assessment, and we'll continue making measurable progress against them throughout the year.

Monitoring Zone Zero regulations. California's "Zone Zero" requirements — the ember-resistant zone within the first five feet of a structure — are still being finalized at the state level. The Committee is closely monitoring these developments and will keep residents informed and updated as the regulations are adopted, so our community stays ahead of compliance.

Home hardening vendor partnerships. We are working to identify and engage vendors who can support residents with home hardening efforts — from ember-resistant vents to defensible space improvements. Our goal is to make these upgrades more accessible and straightforward for homeowners who want to reduce their individual risk and qualify for additional insurance discounts.

To ensure community members stay notified, notification of Emerald Height's Firewise recognition has been distributed electronically via DwellingLive and mailers sent to members' mailing addresses. Ongoing updates will be posted on the Emerald Heights Fire Safety Committee website.
