To acquire the Modified Guardian Weapons, you need to access Mbooni which is obtainable by gaining Allied Reputation with Azumith Biotech on the Glorious Prospect in LHS 1163.

The Guardian Structure located in Col 173 Sector OD-J B25-2 on planet B 1 is the best place to gather Weapon Blueprint Fragments as you can complete a blueprint run in under 2 minutes as shown here.
