The Filipino Mountaineers Federation - United Arab Emirates (FMF-UAE) is a volunteer-based organization of Filipino expatriates who enjoy recreational mountaineering throughout the United Arab Emirates. However, the FMF-UAE is More than a social hiking group, it also incorporates environmental advocacy, safety promotion, and personal development among Overseas Filipino Workers (OFWs). The organization operates in a flexible learning space as an excellent context to develop innovative instructional approaches for community-led education.
The FMF-UAE delivers its entire training program at outside locations. Training sessions occur in real hiking or camping activities through peer-to-peer learning, live exhibitions, unplanned group dialogues, and less than a handful of in-class learning setups. During the March 23–24, 2025, Wadi Atmar mountaineering event in Ras Al Khaimah, U.A.E., no structured training space or standardized learning content was observed. However, several limitations were noted. To begin with, there were neither infrastructure nor training facilities during the March 23–24, 2025, Wadi Atmar mountaineering event at Ras Al Khaimah.
Additionally, most training materials consist of verbal instructions, which are printed irregularly. Another evident limitation was the minimal access to digital or interactive learning tools. Learning in this environment exists within specific situations, yet this could lead to challenges with maintaining consistency and retaining information.
Due to poor structure and lack of clear infrastructure, the FMF-UAE operates its training activities on an impromptu basis. Trained volunteers perform sessions during officially scheduled hikes while the organizational support remains voluntary. Training at FMF-UAE lacks a predefined teaching agenda and uniform organizational guidance. Training delivery of legal and safety material is inconsistent, while evaluation of program effectiveness remains absent. The unorganized training delivery at FMF-UAE demonstrates an urgent need for a flexible, structured system that enables independent knowledge acquisition alongside necessary practical skills development and regulatory compliance.
The main users of this educational content include people who belong to the Filipino Mountaineers Federation – UAE (FMF-UAE). Novice hikers join intermediate mountaineers and volunteer leaders who practice outdoor activities, including trekking, camping, and climbing, in different geographic areas of the UAE.
Aside from various backgrounds, many members of FMF-UAE do not have formal training in wilderness safety, environmental ethics, or law-related requirements that apply in the UAE. Existing and new members will use the module as part of FMF-UAE's training programs, but it functions equally well for recruit entry standards and member skill refreshment.
I used a learner-centered descriptive needs assessment via a digital Google Doc survey to identify learning gaps. Based on the needs assessment survey and observational research, the following training areas were identified from the group:
Legal literacy: UAE permit systems, conservation policies, and hiking regulations
Wilderness survival skills: fire-starting, shelter-building, hydration techniques, rope knot techniques, etc.
Risk response and first aid procedures: addressing injuries, dehydration, and environmental hazards
Ethical outdoor practices: Leave No Trace (LNT) principles and environmental stewardship
The research findings led to designing an instructional module explicitly adapted for the FMF-UAE outdoor setting to ensure safety measures alongside legal and sustainability goals.

This proposed instructional design will be supported by multiple SDGs from The 17 Goals (n.d.) by way of the following:
● SDG 3 (Good Health and Well-being): It will ensure that members of FMF-UAE will be well-trained and prepared for outdoor activities, preventing accidents and promoting the overall well-being of everyone involved.
● SDG 4 (Quality Education): Members will get to choose from a diverse set of learning materials widely accessible and available to them at any time to cater to their learning needs.
● SDG 13 (Climate Action): To build up environmental regulations that come with mountaineering practices.
● SDG 15 (Life on Land): Educating members on protecting natural habitats by instructing them on the Leave No Trace principles and UAE-specific conservation laws.
