DPC users need to execute electronic transactions to access data. The mainframe executes the transactions and, if data is not online, asks the robots to mount the tapes on which the requested data resides
The mainframe has to achieve two main goals: 1) it must ensure that users response time is that which is set by DPC management and, at same time, 2) it must achieve the maximum throughput level without increasing the response time
To achieve these goals, if resources are under-utilised the mainframe increases the number of users (multiprogramming level); and it reduces the number of users, if resources are over-utilised
