The CSU system has announced their plans in December to have majority in-person instruction in Fall 2021 (with an option of online for those students that do not feel safe). This is subject to health mandates, ICU capacity, and vaccination rates, etc. according to their follow-up announcement in February and they changed it to at least 50%. So it is still technically "up in the air" to what degree that is.
The University of California (UC) announced on January 11 that it is planning for all 10 UC campuses to return to mostly in-person instruction by Fall 2021. So it is still technically "up in the air" to what degree that is.
Both systems will likely give a mega update between May and August 2021.
Additionally, there is no information on if the CSU, UC or other universities will require the COVID-19 vaccine, students 16+ are eligible across the state of CA as of April 15th, 2021. UC has a current policy of: "The policy will require all University of California personnel and certain trainees working or learning on-site to participate in SARS-CoV-2 vaccine education when it is available, and either consent to administration of the vaccine or affirmatively opt out of SARS CoV-2 vaccination."

It is unknown if this will be remote or face-to-face instruction or hybrid instruction.
Spring 2021 Registration
Diablo Valley College has announced that it will continue to provide most of it courses via remote instruction with certain exceptions that will conduct hybrid instruction.

Feb. 5 Last day to drop a full-term class with eligibility for fee refund or credit
Feb. 5 Last day to request a refund for the student activity fee
Feb. 7 Last day to add a full-term class
Feb. 7 Last day to drop a full-term without a “W” appearing on transcript
Feb. 12 Holiday - Lincoln’s Birthday - college closed
Feb. 13-14 Holiday - Presidents' Weekend - no Saturday/Sunday classes
Feb. 15 Holiday - Washington’s Birthday- college closed (four-day weekend!)
Feb. 26 Last day to request pass/no pass for full-term classes
Feb. 28 Last day to file for summer 2021 graduation with early registration option

The University has temporarily suspended some of its requirements for admitted students to ensure that they are able to enroll as planned. It also expects to work with students to adjust financial aid packages if family financial circumstances have changed.

Accepting P/NP grading for lower division courses.
For transfer students, the board temporarily waived the cap on the number of "pass/no pass" grade credits that can be applied toward the minimum 60 semester credits or 90 quarter credits that UC schools require for junior standing.
In response, the Regents approved a series of critical, short-term measures:
Suspending the letter grade requirement for A-G courses completed in winter/spring/summer 2020 for all students, including UC’s most recently admitted freshmen.
Suspending the standardized test requirement for students applying for fall 2021 freshman admission.
Providing that there will be no rescission of student admissions offers that result from students or schools missing official final transcript deadlines, and student retention of admission status through the first day of class until official documents are received by campuses.
UC requests submission of final transcripts by July 1. If schools are unable or unsure about their ability to issue transcripts by this date, they may notify UC at AskUC@ucop.edu and include a date when transcripts are expected to be available.
In addition to the University’s actions, the College Board recently announced changes to Advanced Placement (AP) exam content and formats for spring 2020. UC recognizes the effort that students have already applied in these challenging courses and will award UC credit for 2020 AP exams completed with scores of 3, 4 or 5, consistent with previous years.
The CSU has temporarily relaxed some undergraduate admissions standards for both newly admitted students and prospective students to account for changes in grading and administration of standardized tests.

Spring 2021 Transfers and Beyond
1. CSU campuses will accept "Credit" or "Pass" for courses completed in winter, spring or summer 2020 taken to satisfy: A. Golden Four (English language [A2], oral communication [A1], critical thinking [A3], and mathematics/quantitative reasoning [B4]).
