Pilot Area

Purpose

The First Avenue Aerial Observation Pilot focuses on a defined section of the First Avenue Corridor in Council Bluffs. The pilot area was selected to evaluate whether scheduled aerial observation can provide meaningful information to participating businesses while supporting community awareness.

Current Pilot Coverage

Primary Patrol Zone

• First Avenue Trail from 16th Street to approximately 35th Street

• 16th Street and West Broadway commercial area

• Approximately one to two blocks north and south of the primary patrol corridor

What Is Observed

During scheduled flights, the pilot may document visible public-facing conditions such as:

• Graffiti and vandalism

• Illegal dumping

• Lighting outages

• Property damage

• Maintenance concerns

• Public safety hazards

• Exterior conditions at participating businesses

Future Expansion

The pilot is intentionally limited in size during its initial phase. As additional Launch Partners join and the project is evaluated, the patrol area may expand to additional sections of the First Avenue Corridor.
