The First Avenue Aerial Observation Pilot is a community-focused initiative providing scheduled aerial observation of the First Avenue Corridor. The pilot is designed to improve situational awareness by documenting visible lighting deficiencies, vandalism, illegal dumping, maintenance concerns, property damage, and other public-facing issues while supporting participating businesses and promoting neighborhood awareness.
Pilot Area
Current Pilot Coverage
• First Avenue Trail from 16th Street to approximately 35th Street.
• The 16th Street and West Broadway commercial area.
• Approximately one to two blocks north and south of the primary corridor.
• Observation of public-facing areas and participating business exteriors only.
What We Do
The First Avenue Aerial Observation Pilot conducts scheduled aerial observation of the designated pilot area. The purpose is to identify visible conditions that may affect safety, security, or property maintenance.
During routine patrols, observations may include:
• Graffiti and vandalism
• Illegal dumping
• Lighting outages
• Property damage
• Open gates or fencing issues
• Exterior maintenance concerns
• Public safety hazards
• Documentation of visible conditions for participating businesses
What We Don't Do
The First Avenue Aerial Observation Pilot is not a law enforcement agency.
We do not:
• Confront individuals.
• Enforce laws.
• Trespass onto private property.
• Observe inside homes or businesses.
• Use facial recognition technology.
• Replace police, fire, or emergency services.
Our role is limited to lawful aerial observation, documentation, and reporting.
Become a Launch Partner
The First Avenue Aerial Observation Pilot is seeking businesses within the pilot area interested in supporting a community-focused aerial observation initiative.
Launch Partners may receive:
• Routine exterior observation during scheduled patrols
• Documentation of visible property concerns
• Observation reports when noteworthy conditions are identified
• Recognition as a community partner on this website
During the pilot phase, participation is voluntary and there is no cost to selected Launch Partners.
