Residents of Glendale, Calif., may encounter an unusual car the next time they find themselves at a local event or DUI stop. Designed to resemble half of a patrol car and half of a taxi, the vehicle is part of an initiative that began in 2015 by the Glendale Police Department to highlight the dangers of driving under the influence.

The message the police taxi intends to send is that a $20 taxi ride home is much cheaper than a $15,000 DUI fine that includes legal fees, a donation to a victim restitution fund, and increased insurance costs.

The vehicle gives the Glendale Police Department an opportunity to engage with community members as well. The agency deploys the police taxi at county fairs, car shows, open houses, and other public events to encourage people to consider alternative modes of transportation or assigning a sober designated driver when drinking.

"It's a really great topic of conversation for officers and the public," Lightfoot said. "Kids obviously love police cars, so kids have a good time sitting in the cars and having their pictures taken."

She had the idea to implement a half-patrol car, half-taxi vehicle after seeing that police in Huntington Beach, Calif., used a patrol vehicle with a taxi design painted onto its back half as part of its "Choose Your Ride" campaign. The Huntington Beach Police Department's campaign was launched in 2014 as the number of alcohol-related traffic accidents in the city grew, while DUI arrests shrank.

Lightfoot pitched the police taxi idea to Glendale's police chief and command staff, as well as the Glendale Police Foundation, a volunteer non-profit that provides funding for programs and equipment that the department budget is unable to cover. One member of the Glendale Police Foundation volunteered to fund the project himself.

Lightfoot collaborated with Glendale Police Sgt. Teal Metts and Mothers Against Drunk Driving to create the design, which features a comparison between the cost of a taxi ride versus fines, as well as slogans such as "The choice is yours," and "Think before you drink." The design was inspired by Metts' interest in sports cars and racing and was meant to create a vehicle that was eye-catching, fun, and informative.

The police taxi project is part of a larger effort from the Glendale Police Department to curb DUIs, including obtaining a grant that allows the department to put more officers on patrol to target DUI drivers.

The requests were relatively simple. I asked for any manuals or procedures that dictated how and under what circumstances the fake taxis were to be used, any legal justifications acquired or written allowing for the use of these vehicles or the creation of a false medallion numbers, any invoices or bills for the cost of acquired or retrofitting a taxicab, and finally any communications between the NYPD and the Taxi and Limousine Commission concerning the use of these vehicles.

Likewise, on August 6, a member of the NYPD emailed the TLC asking for assistance in acquiring new window decals to replace expired ones. In probably one of the biggest disclosures, this email revealed that the NYPD had at least five vehicles that needed new TLC decals. Presumably, these five vehicles all look like taxicabs.

According to City Ordinance the Taxi Sergeant has the right to stop a Taxicab at anytime to conduct a random taxi inspection. Normally the random inspections are held at the taxi stands while the cabs are at rest and not on call. The random inspection consists of the following. A check of the cab for cleanliness inside and out, all lights are working, the driver is wearing his/her Taxi License, the driver has an active trip sheet, and the driver is wearing proper attire.

The front half of the car is painted like a normal police car, but adds one small fact, "this ride is about $8,100." The back half of the car is painted like a Coastal Ride taxi with the words "Safe Ride" and a small fact that, "this ride is about $15."

A photo of a Houston Police Department vehicle painted as both a cop car and a taxi shook social media this week. It is actually used by the police for their "Choose Your Ride" campaign to raise awareness about drunk driving.

On March 3, Facebook user Salic Khan posted the photo on her Facebook account saying, "A police car in Houston that is disguised as a cab from the back." Other social media sites picked up the photo, and it went viral. Some people online thought the uniquely designed police car was a tactic to trick intoxicated people.

"This vehicle is a part of our 'Choose Your Ride' campaign and we take it to events to remind people about the dangers of drinking and driving," HPD wrote on their Twitter account on Monday. "This vehicle is not used in patrol or as a taxi; Thank you for noticing and helping to spread awareness about intoxicated driving!"

Several other police vehicles have similarly gone viral from police departments across Texas, as well as one in Los Angeles that specifically says "choose your ride" across the bottom of the car, according to the Los Angeles Times.

I advise you to always choose the vehicle that best matches, best fits with the one that you added, thus you assure that you will get the correct lights and they will be in the right position and decrease the likely of crashes or glitches. Taxi is responsible for conducting inspections of all taxicabs and holders of a taxi license to ensure they are compliant with current City ordinances. Furthermore, all complaints related to taxicab operations are investigated by this unit.

After the concept was picked up, the older vehicle was taken out of the fleet and given a new paint scheme to raise awareness. From the front, the vehicle appears to be a normal police car, but the back offers a brightly painted, taxi-like appearance. This presents the question to potential drunk drivers as to whether they will be taking a ride in a taxi home, or a ride to jail.

It will be placed throughout the city at various events to serve as an important reminder of the campaign. If you drink, you should always call a taxi, a friend or a driver to prevent an accident or an unwanted charge for driving while impaired (DWI).

Any taxi cab company operating within the City of Fredericksburg must obtain a taxi cab permit which is regulated by City Code 58-392. Taxi cabs are subject to an inspection every December in order to have their permit renewed.

If you would like to register your taxi cab company with the City of Fredericksburg, are adding a new vehicle to your fleet, or a new driver, the following steps are required in order to obtain a taxi cab permit.
