Copy to another Office application Project contains enhanced functionality for basic copying and pasting project information while retaining formatting and column heading information. The person who created the project can copy the information from Project and paste it into applications like Word, Excel, PowerPoint, or Outlook. You can then view project information in those Office applications.

SharePoint The person who created the report can save the report to a SharePoint site, without using Project Web App. You can then go to the SharePoint site to view and edit task and resource information associated with the Project. The project information that is edited on the SharePoint site will be copied back the original project automatically.

Project 2010 and all later versions use the same file format. For example, a project created in Project 2016 can be opened in Project 2010 without saving the project to a different format. See Opening Project MPP files from different versions for more information.

I do not think there is an open source viewer on the market. But if you need a viewer to open all versions, you can try the Light version of MOOS Project Viewer. This one is free but limited in functionality. The full version has more features.

The only other option that I have seen is called Projec.to which is an online project viewer. From what I have seen they have free accounts that would just let you view the file. Check www.project.to Opens a new window for more info.

You may also suggest to the consulting firm to provide a pdf of the project as well. If they just intended you to view the project and not edit the details, it is courtesy (at least around here...) to share with a pdf because opening a piece of bulky software just to view it is very inconvenient.
