Pakistan's Ehsaas Programme has set itself apart as a world-leading anti-poverty effort to uplift the country's most vulnerable. This paper is a review of the Ehsaas Programme, implemented by the Government of Pakistan from 2018 onwards. Ehsaas, in its goal of becoming a holistic and integrated response to poverty, provides a diverse set of services for vulnerable Pakistanis, including unconditional cash transfers, targeted subsidies, and increased health and nutritional coverage. We study the various policy, programmatic, and implementation reforms undertaken during this period and explore the lessons these reforms offer for global policymakers. In particular, we point to the importance of good leadership, building strong institutions, effectively using data and technology, and of using an integrated, inclusive approach to anti-poverty. Our findings indicate that these reforms have enabled Ehsaas to successfully scale impact, increase transparency, and improve the efficiency of its interventions, whilst building trust amongst beneficiaries and programme administrators.

Dr. Sania Nishtar: Over the past year, prior to when COVID-19 struck, Ehsaas had heavily invested time, money, energy, and effort in building the infrastructure to roll out multiple programs. As part of that infrastructure-building effort, we invested in digital capabilities. Three in particular came into play as we conceptualized and rolled out Ehsaas Emergency Cash.

Dr. Sania Nishtar: Once we pulled a thread through these three capabilities, we asked people to send us their identification numbers. They could fill out online applications, but largely we sought requests through an SMS short code. Once the identity numbers arrived on our servers, they would dip into different databases, and messages of eligibility would automatically generate. Individuals who were considered eligible would be sent SMS messages asking them to go on particular dates to payment sites to collect their money. They would go and queue up, and when they entered their biometric signatures, they would be enrolled into the program and be able to withdraw the money.

Dr. Sania Nishtar: We were rolling out the biggest social-protection program in the history of the country. We were aiming to reach half the households in Pakistan at a time of extreme uncertainty, when lockdowns were in effect, when curfews were in effect, when public transport was suspended. This was also a time when the spread of COVID-19 was a risk, so people were scared to come out of their houses. We were doing things that were completely new in a very difficult environment. We were taking huge risks along the way. All I can say is that it was a huge responsibility and it was deeply humbling.

CRISP will facilitate the gradual expansion of Ehsaas social protection programs to better reach informal workers through an innovative, hybrid approach that blends social assistance with promotion of increased savings that informal workers, particularly women, can depend on in the event of economic shocks. It will provide a platform through which the government can rapidly respond to support the most affected households during an economic crisis.

CRISP will also improve the capacity of the social registry to maintain up-to-date accurate household data and exchange data among social programs, while providing greater beneficiary choice in the biometric payment systems.
